The intention of this pilot is to provide jail-based mental health services to DHS remanded individuals in Kankakee County Jail and other smaller jails with little or no mental health services referred as program participants to this pilot, while awaiting a DHS inpatient admission to a State Operated Psychiatric Hospital (SOPH). Currently individuals in Unfit to Stand Trial (UST) and Not Guilty by Reason of Insanity (NGRI) legal status wait an average of 65 days for admission to a SOPH. Many consumers are waiting in jail facilities that provide minimal mental health services which often exacerbates their mental health symptoms and are a challenge for these jails to manage. This pilot seeks to provide clinical staffing for 12-20 beds of co-ed capacity within the Kankakee County Jail. This staffing would include at a minimum, a licensed Psychiatric provider for both in-person and telehealth services, a Licensed Clinical Social Worker, LCPC or Licensed Clinical Psychologist for daily programming, clinical monitoring, and mental health crisis intervention and a Case Manager for tracking, monitoring and discharge planning for program participants.
