Changes to National Directory of New Hires (NDNH) Procedures

Action Memo

This Action Memo supplements National Directory of New Hires (NDNH) Crossmatches Resumed for Cash and Food Assistance, dated 08/27/2024.

This Action Memo updates MR #15.11: National Directory of New Hires Matches for SNAP, dated 04/09/2015.

Summary:

  • Beginning 12/2024, due to guidance received through Food and Nutrition Service (FNS), the National Directory of New Hires (NDNH) Crossmatch reviews will be limited to pending SNAP/TANF applications and for active SNAP/TANF EDGs with a REDE due the month following the NDNH run date.
  • The NDNH task will continue to be created for SNAP/TANF applications, but a data fix will cancel the Instructions to Client - New Hire (IL444-1721A).
  • The data fix will close NDNH tasks for SNAP/TANF EDGs not due for a REDE and cancel the Instructions to Client - New Hire (IL444-1721A).
  • For cases with SNAP/TANF Redeterminations due the month following the NDNH run date, both the National New Hire (SNAP) and National New Hire (TANF) tasks and the Instructions to Client - New Hire (IL444-1721A) correspondences will remain on the case.
  • When working a NDNH Crossmatch at redetermination, FCRCs should continue to follow the Action Memo, National Directory of New Hires (NDNH) Crossmatches Resumed for Cash and Food Assistance, dated 08/27/2024.

Beginning 12/2024, due to guidance received through Food and Nutrition Service, the NDNH Crossmatch reviews will be limited to pending SNAP/TANF applications and active SNAP/TANF EDGs with a REDE due the month following the NDNH run date. Until an IES enhancement is implemented, a data fix will close NDNH tasks for SNAP/TANF EDGs not due for a REDE and cancel the Instructions to Client - New Hire (IL444-1721A) correspondence. Tasks will continue to be created for pending SNAP/TANF applications with a NDNH match, however, the data fix will cancel the IL444-1721A correspondence.

IES Data Fix

Data Fix - SNAP/TANF Applications

  • National New Hire (SNAP) and National New Hire (TANF) tasks remain on the case; and
  • The Instructions to Client - New Hire (IL444-1721A) correspondence will be cancelled.

Data Fix - SNAP/TANF Redeterminations

  • National New Hire (SNAP) and National New Hire (TANF) tasks on approved SNAP/TANF EDGs with certification periods ending the month after the NDNH matched will remain on the case; and
  • The Instructions to Client - New Hire (IL444-1721A) correspondence will be sent to the customer.

Data-Fix - All Other Cases With Active SNAP/TANF EDGs

  • National New Hire (SNAP) and National New Hire (TANF) tasks will be closed; and
  • The Instructions to Client - New Hire (IL444-1721A) correspondence will be cancelled.

FCRC Action

SNAP/TANF Applications

  • Address the NDNH information with the customer during the interview. If not clarified during the interview and verifications are needed, review all clearances, case comments, and the Electronic Case Record (ECR) for the necessary information.
  • If verifications are needed, explain to the customer what is needed and send a Verification Checklist (IL444-0267) and allow 10 days for the verifications to be returned. If other verifications are needed to process the application, send only one Verification Checklist (IL444-0267) for all verifications.
  • If all necessary verifications, not limited to the NDNH information, are received, update the case accordingly and send proper notice to the household after the case is certified. Mark the task complete and complete detailed case comments documenting the case actions taken.
  • If the necessary verifications are not received, deny the application for failing to provide necessary information (PM 17-04-00).

SNAP/TANF Redeterminations

For SNAP/TANF EDGs with Redeterminations due the month following the NDNH run date, continue to process according to Action Memo, National Directory of New Hires (NDNH) Crossmatches Resumed for Cash and Food Assistance, dated 08/27/2024.
