(FCRC) Explain to the household that their application for Food Assistance will be denied unless they have cooperated with the QC review or their penalty period has ended. If the application is received after the 95th day of the penalty period (January 04 and after), the household must also verify all factors of eligibility to regain Food Assistance benefits.
(FCRC) Interview and process the application in IES, do not prohibit a sanctioned individual from applying for benefits.
(IES) Eligibility runs the appropriate checks for individuals in the SNAP and State Food EDGs with a refusal to cooperate sanction and determines if they've cooperated with the QC review since the sanction was implemented or if their application date is after the end of their penalty period.
(IES) Eligibility will deny all SNAP and State Food EDG members if the customer has not cooperated with QC or if the application date is within the sanction period.
(FCRC) Certify the case denial for "Refusal to Cooperate With a Quality Control Review".
(IES) Generates and sends IL444-360C.

Note: Access to enter or update a sanction for Refusing to Cooperate with QC is restricted to staff from the Exception Processing Unit (EPU) and the Bureau of SNAP Integrity (BSNAPI).
