PM 17-04-03-e: Denial for Refusal to Cooperate with Quality Control

Revised Manual TextWhen an adult, age 18 or older, who was denied or cancelled for refusing to cooperate with Quality Control (QC) reapplies for Food Assistance, the non-compliant individual(s) must have cooperated with QC or the sanction period must have ended in order for them to be approved for benefits. If neither has occurred, all household members requesting Food Assistance will be denied.

In addition to cooperating with QC and reapplying, if the application is received after the 95th day of the penalty period (January 4th and after), the household must also verify all factors of eligibility to regain Food Assistance benefits, see PM 02-07-03.

IES eligibility will check for sanction and cooperation details to determine if the customer has cooperated with QC and will determine if the application date is after the end of the sanction period. If neither are true, eligibility for Food Assistance will be denied.
