  • Welcome and Call to Order
    • Meeting called to order at 2:31 pm by John Aguilar
    • Chair and Co-Chair Introduction

    • Motion approved by all members present
  • Open Meetings Act
    • Members were advised that the meetings are subject to the Illinois Open Meetings Act.
    • Meetings are recorded and you have the option to switch your camera off if you choose to.
    • A copy of this recording and minutes will be posted to the Illinois Department of Human Services/Division of Mental Health Open Meetings Page.
    • All participants are muted to reduce interference of background noise.
    • Please make note of the raise hand feature. Appointed Committee Members wishing to contribute to the discussion will be asked to raise their hand and then will be unmuted to speak. Public members will raise their hand and comment during the public comment section to provide input.
  • State Updates
    • FCC would not allow 988 to do geo-tracking like 911. FCC has now allowed tracking by county.
    • Feedback for testing in Cook County reports it is working well.
    • Reminder for mandatory trainings for RAC and SAC members. Members will receive an email; the emails will not be sent out at the same time. They must be completed by the end of the calendar year.
  • PowerPhone Pre-test Update
    • Weekly check-in's have been conducted with the 3 pre-test sites.
    • Once pre-test is complete the state plans on compiling a list of recommendations to help facilitate implementation for pilot sites.
    • Pre-test has technically ended and recommendations are being compiled. Pilot will probably start sometimes in November.
  • Core Trainings for Pilot Sites
    • Trainings have been finalized
    • Region 6 pilot site is Coles-Moultrie County
    • Anticipated time to perform all trainings is 8 hours
    • Pilots will need to complete trainings within about 30 days.
    • An announcement will be made when the trainings are available.
    • Some trainings with have CEUs available as well.
  • Sub-regional Committee Organization (SRC)
    • Restructuring to approach implementation locally.
    • Terminology of "Hyperlocal Groups" is being changed to "Sub-regional Committees".
    • These SRCs will need to be Open Meetings Act
    • A hierarchy for the reporting process are being evaluated and put together.
    • SRCs are responsible for:
      • Ensuring that changes in protocol vendor scripts result in alternative dispatch decisions where possible.
      • Ensuring that other CESSA policies are implemented.
      • Leveraging communities' strengths, assets, and limitations in response variability.
    • SRCs will mainly consist of non-RAC members, which will be called 'Champions'.
      • Champions are representatives from PSAPs, law enforcement, fire, EMS, MCRTs, Social Service Organization, advocacy agencies, and grassroots organizing communities.
    • SRC Roles:
      • SRC Chair is a PSAP administrator.
      • Co-Chair, selected by the SRC.
      • Recorder (Responsible for maintaining OMA), selected by the SRC
    • SRC Formation
      • Established at the discretion of the RACs
      • Geographic location, vendor type, readiness to change are factors to consider.
      • Incremental, phased approach.
      • Multiple PSAPS with the same vendor and overlapping coverage areas can work together as a single SRC.
      • Will evolve from working on implementation activities to reporting on quality assurance.
    • Basic Steps to SRC formation
      • RACs assess readiness and necessity for SRC in the regions.
      • PowerPhone pilots will form the first SRCs.
      • RACs and local champions solicit volunteers to join SRCs
      • RACs confirm membership of the SRCs and communicate OMA requirements to the members.
      • SRCS meeting information is posted publicly.
    • SRC Timing and Next Steps
      • RACs can begin to discuss the need for SRCs in October/November.
      • October/November 2024: RACs begin process of identifying PSAPs/communities who may benefit from creation of SRCs.
      • November 2024: The Hub provides technical resources for RACs and SRCs.
      • November/December 2024: SRCs may begin convening after following basic steps.
    • SRC Technical Resources
      • The UIC Behavioral Health Crisis Hub will provide:
        • SRC implementation readiness guidelines.
          • CESSA amendment language
          • SRC charter
          • SRC meeting agenda template
          • OMA requirements.
        • Sub-regional monthly report template.
        • Updated list of PSAPs by vendor type.
