B: Recommendation Submission Process

Recommendations for the use of settlement funds are submitted to the Statewide Opioid Settlement Administrator (SOSA) or State designee. Recommendations may originate from board members, working groups, or the general public, but recommendations from all sources are considered.

The SOSA ensures that each recommendation:

  1. Embodies a generalized strategy.
  2. Aligns with both the Settlement Agreement-approved strategies and SOAP priorities.
  3. Does not duplicate existing programs or funding sources.

Once vetted, the SOSA aggregates these recommendations and presents them during public meetings for further discussion and potential approval.

Recommendations are considered by the IORAB and can be approved, rejected, or deferred back to the SOSA or a working group to gather more information.

Approved recommendations are sent to the Steering Committee for approval and then certification by the Attorney General's Office. SUPR then works with other State agencies or the RCCA to release NOFOs as appropriate.

*Recommendations that are duplicates may be combined to enhance overall strategies.

The chart below demonstrates the approval process, starting with the July 2023 IORAB meeting where the initial set of recommendations was approved.

Recommendations cannot be pursued until they are approved by the Steering Committee, which occurred on September 27, 2023. Following this approval, SUPR and the RCCA produced statements of work and NOFO descriptions. The first NOFO was launched January 3, 2024. The NOFOs were staggered to allow smaller providers the chance to apply for multiple funding opportunities, as appropriate, as well as to level workflow at the RCCA.
