A: Opioid Settlement Funding Requirements

The Illinois Opioid Remediation Advisory Board (IORAB) makes advisory recommendations to the Governor's Opioid Overdose Prevention and Recovery Steering Committee regarding the use of the Illinois Opioid Remediation Trust Fund (IRF), 55% of Illinois' share of the Opioid Settlement Funds. The IORAB has established working groups to advise and develop recommendations in specific areas. Once approved, the strategy must go through the State's grantmaking process for funding.

The Fund must be used for forward-looking opioid abatement strategies to combat the overdose epidemic as established in the Illinois Opioid Allocation Agreement. Both the Attorney General and IORAB have expressed strong concerns with the Fund being used to address State funding gaps or to replace State funding for existing programs.

Opioid settlement funding must be used equitably in service areas disproportionately affected by the opioid crisis, such as:

  • High opioid fatality rates per 100,000 capita, including: (a) counties other than Cook County with a crude rate of 1.8 or greater and (b) zip codes within Cook County with more than 100 overdoses (fatal and nonfatal) within the most recent year included in the Illinois Opioid Data Dashboard, http://idph.illinois.gov/opioiddatadashboard/.
  • Concentrated poverty, including (a) counties other than Cook County with a poverty rate greater than 12 percent and (b) zip codes within Cook County with a poverty rate greater than 12 percent, per the U.S. Census Bureau, https://www.census.gov/quickfacts/fact/map/IL/.
  • Concentrated firearm violence, including communities eligible for Reimagine Public Safety Act funding, https://www.dhs.state.il.us/page.aspx?item=144282.
  • Other conditions that hinder the communities reaching their full potential for health and well-being, including counties other than Cook with a crude nonfatal overdose rate of 4.0 or greater listed in the Illinois Opioid Data Dashboard, http://idph.illinois.gov/opioiddatadashboard/.

Nationally agreed-upon strategies for the use of funds are aligned with the recommendations in the State of Illinois Overdose Action Plan (SOAP). All recommendations approved by the IORAB have been aligned with SOAP and supportive of the strategies of IDHS/SUPR.
