The meeting was called to order by Tanya Cooley at 10:35 a.m., who reviewed the meeting logistics and OMA procedures.

Roll Call:

  • Members Present: Tanya Cooley (Designee for David Albert), Robert Van Bebber, Michelle Churchey-Mims (Designee for Blanca Campos), Jessica Gimeno (Designee for Candace Coleman)
  • Members Absent: Cindy Barbera-Brelle, Emily Miller, Rachael Ahart
  • Minutes were not sent to members for review. Minutes will be approved at the next meeting.

Old Business: Training Plans Review (Dr. Terry Solomon):

  • Training plans for 911, 988, and MCRT were approved on Oct. 8, 2024
  • After receiving feedback, the 911 and 988 training plans need to be amended. The proposed changes are streamlining the content and offering non-video options (PowerPoint only).
  • CEU's will not be offered for PowerPoint only trainings.
  • We also learned that Vibrant does not required a course on de-escalation for the 988 providers, so we need to add that back in to Core for 988, not optional.
  • Note that the CESSA legislation in June 2023 changed who is required from "responders" to "mobile mental health relief providers".

Proposed 9-1-1 Telecommunicators Training Plan

  • With the revisions we made, we are proposing 21 courses over 23 training hours. This decreased from 24 courses equaling 24 hours.
  • The Core courses were consolidated into two courses. There were no changes to additional best practice and optional courses.
  • We recognize telecommunicators do not have the time to take as much training, so we refined it.
  • Core courses proposed 10/22/2024:
    • Illinois Emergency Crisis System and CESSA (2 hours)
    • Mental Health Courses (2 hours)
      • De-Escalation
      • The Power and Importance of Language
      • Respectful Interactions and Working With Individuals who have Developmental Disabilities or Autism Spectrum Disorder Experiencing a Mental Health and/or Substance Use Crisis
      • Respectful Interactions and Working With Individuals Experiencing a Mental Health Crisis and/or Substance Use Challenges

Proposed 988 Telecommunicators Training Plan (Dr. Terry Solomon)

  • The proposed training plan is 26 training courses and 29.5 training hours. This is decreased from 27 courses equaling 31 hours.
  • The Core courses were consolidated into three courses. There were no changes to additional best practice and optional courses.
  • Core courses proposed 10/22/2024:
    • Illinois Emergency Crisis System and CESSA (2 hours)
    • Mental Health Courses (2.5 hours)
      • De-Escalation
      • Developing Community Relationships
      • The Power and Importance of Language
      • Respectful Interactions and Working With Individuals who have Developmental Disabilities or Autism Spectrum Disorder Experiencing a Mental Health and/or Substance Use Crisis
      • Respectful Interactions and Working With Individuals Experiencing a Mental Health Crisis and/or Substance Use Challenges
    • National Standards for Culturally and Linguistically Appropriate Services (CLAS) Cultural Awareness (1 hour)

New Business: Vote on Training Plans (Tanya Cooley):

  • Tanya Cooley opened the floor for discussion on the proposed training plans.
  • Michelle Churchey-Mims: which of these courses will be PowerPoint-only? The courses will be different as PowerPoint read through, where there would be value in a video, especially for verbal and non-verbal interactions.
    • Dr. Terry Solomon: We are still editing them. There may be a section where we need to have a video but the ones where there are PowerPoint will not have CEUs. For the Respectful Interactions with Autism Spectrum Disorder and other developmental disabilities, it is clear and easy to follow. We will offer for individuals to watch the full training video as an option in the PowerPoint only training.
  • Michelle Churchey-Mims moved to approve the 911 and 988 training plans as presented today. Robert Van Bebber seconded. All members present approved of the minutes. Motion carried.

Public Comment:

  • Kathleen McNamara: I'm a police social worker and expert consultant in this process. How will we have mobile crisis responders trained up in local responders? I'm representing police social workers in DuPage. We are responding to calls where 988 or mobile crisis responders may be responding. It's our hope that folks calling 988 will still be told about their local resources. It's important to honor CESSA and the whole idea is moving police out of it, but there are a lot of us who already work with folks who will start to use 988 more.
    • Dr. Terry Solomon: We did add Developing Community Relationships. We will reach out to you to have you involved in the training planning process.
    • Kathleen McNamara: Thank you. I also remember that the Crisis Hub or someone sent a survey of resources in different municipalities. That may be useful as we think about how to have maybe the RACs keep track of their resources.
    • Brenda Hampton: The RACs are in the process of developing Subregional Committees. The Subregional Committees will revolve around the PSAPs implementing the protocol changes. They are looking for community partners and stakeholders to be part of these committees. So, you could get in contact with your RAC chair or co-chair to join Subregional Committees. You can also stay engaged with the RACs as a member of the public.

Announcements:

  • Jessica Gimeno: Announcement from Access Living. Access Living is hosting a virtual event on 10/28 from 11 am - 1 pm with Preston Looper. Registration required. Access Living hopes those on the call can attend.
  • Tanya Cooley: If you haven't taken your mandatory board training, please complete it on OneNet by the end of the year. Email DHS.DMH.CESSA@Illinois.gov with questions.
