The meeting was called to order by Cindy Barbera-Brelle at 10:33 a.m., who reviewed the meeting logistics and OMA procedures.

Old Business: Proposed 9-1-1 Telecommunicators Training Plan (Cindy Barbera-Brelle):

  • Cindy Barbera-Brelle reviewed the training requirements in the CESSA legislation.
  • Cindy Barbera-Brelle summarized the 9-1-1 Training Plan Guidelines
    • The Illinois State Police Statewide (ISP) 9-1-1 Administrator approves the Telecommunicators Training Plan.
    • UIC Behavioral Health Crisis Hub (Crisis Hub) will develop the Core Training content for non-ISP Training.
    • All Trainings will be Asynchronous (on-demand).
    • Telecommunicators may request an exemption for Core Training based on equivalency of the course content.
    • The Crisis Hub will offer Additional Best Practice Courses and Optional In-Dept Core training Offered by DMH /The Crisis Hub using synchronous learning (virtual classroom and webinar).
    • Continuing Education Units are provided for all Crisis Hub trainings.
  • The 9-1-1 Training Plan consists of three sections, including Core, Additional Best Practice, and Optional, which total 24 courses equaling 24 hours
    • Core includes five courses for a total of 5 hours
      • The last four modules will likely be incorporated into the legislatively required telecommunicator training and certification requirement that Illinois State Police Office of the Statewide 9-1-1 Administrator has.
    • Additional Best Practice includes five courses for a total of 5 hours
    • Optional includes 14 courses for a total of 14 hours

Old Business: Proposed 988 Telecommunicators Training Plan (Dr. Terry Solomon)

  • Dr. Terry Solomon summarized the 988 Training Plan Guidelines:
    • There have been no significant changes to any of the content areas.
    • All of the training plans are living documents.
    • New staff will be required to complete the Core Trainings before answering calls, and existing staff within 90 days of enactment.
    • Crisis Counselors may request an exemption for Core Training based on equivalency of the course content.
    • UIC Behavioral Health Crisis Hub will develop the Core Training Sessions for Non-Vibrant Training.
    • Core Trainings will be Asynchronous (on-demand).
    • DMH and the Crisis Hub will offer Additional and Optional in-depth training using synchronous learning (virtual classroom and webinar) and asynchronous learning (on-demand).
    • Continuing Education Units are provided for all Crisis Hub trainings.
    • It's important to note that Vibrant is the primary training provider for the 988 Crisis Counselors.
  • The 988 Training Plan consists of three sections, including Core, Additional Best Practice, and Optional, which total 27 courses equaling 31 hours.
    • Core includes 6 courses for a total of 10 hours
    • Additional Best Practice includes 12 courses for a total of 12 hours
    • Optional includes 12 courses for a total of 12 hours

Old Business: Proposed Mobile Crisis Response Teams (MCRT) Training Plan (Dr. Terry Solomon):

  • DMH and HFS are in alignment with this plan.
  • Dr. Terry Solomon summarized the 988 Training Plan Guidelines:
    • New staff will be required to complete the Core Trainings before going into the fields, and existing staff within 90 days of enactment.
    • UIC Behavioral Health Crisis Hub (U-BHCH) will develop the Core Courses Content for non-Healthcare Family Services (HFS) Training
    • HFS will continue responsibility for their Training.
    • Mobile Crisis Response Teams Member may request an exemption for Core Training based on equivalency of the course content
    • Training of Core Courses will be Asynchronous (on-demand).
    • The Crisis Hub will offer Additional Best Practice Courses and Optional In-Dept Core Courses Training using synchronous learning (virtual classroom and webinar)
    • Continuing Education Units are provided for all U-BHCH trainings.
    • Humannovations and RI International Trainings continue to be recommended, not required
  • The MCRT Training Plan consists of three sections, including Core, Additional Best Practice, and Optional, which total 29 courses equaling 39 hours.
    • Core (HFS) includes 3 courses for a total of 10 hours
    • Core (DMH, non-HFS) includes 5 courses for a total of 6 hours
    • Additional Best Practice includes 10 courses for a total of 10 hours
    • Optional courses includes 11 courses for a total of 17 hours

Roll Call and Motion to approve minutes:

  • Rachael Ahart motioned to approve minutes from the previous meeting on September 24, 2024. Tanya Cooley seconded. All members present voted to approve the minutes. Motion carried.
  • Members Present and Voted to Approve: Tyler Smith (Designee for Blanca Campos), Cindy Barbera-Brelle, Tanya Cooley (Designee for David Albert), Rachael Ahart
  • Members Absent: Robert Van Bebber, Candace Coleman, Emily Miller

New Business: Vote on Training Plans (Cindy Barbera-Brelle):

  • Cindy Barbera-Brelle opened the floor for discussion on the proposed training plans
  • Tanya Cooley requested the following changes, and. Dr. Terry Solomon and Cindy Barbera-Brelle agreed that these changes will be applied to all the slides, and the revisions would be part of any approved plans.
    • "Developmental Disability and Autism" will be changed to "Developmental Disability and Autism Spectrum Disorder"
    • #1 and #2 of the MCRT Additional Best Practice will be changed to "working with" instead of "understanding of"
  • Tanya Cooley motioned to approve training plans as presented and amended today. Rachael Ahart seconded. All members present approved of the minutes. Motion carried.
    • Members Present and Voted to Approve: Tyler Smith (Designee for Blanca Campos), Cindy Barbera-Brelle, Tanya Cooley (Designee for David Albert), Rachael Ahart
    • Members Absent: Robert Van Bebber, Candace Coleman, Emily Miller
