  • Welcome and Call to Order
    • Meeting called to order at 2:31 pm by John Aguilar
    • Chair and Co-Chair Introduction
  • Roll Call
    • Attendees:

  • Approval of Minutes
    • No comments/corrections to the 5/21/2024 or 6/18/2024 minutes
    • Motion to approve the minutes from 5/21/2024 & 6/18/2024; this motion was seconded by Betsy Smith
  • Open Meetings Act
    • Members were advised that the meetings are subject to the Illinois Open Meetings Act.
    • Meetings are recorded and you have the option to switch your camera off if you choose to.
    • A copy of this recording and minutes will be posted to the Illinois Department of Human Services/Division of Mental Health Open Meetings Page.
    • All participants are muted to reduce interference of background noise.
    • Please make note of the raise hand feature. Appointed Committee Members wishing to contribute to the discussion will be asked to raise their hand and then will be unmuted to speak. Public members will raise their hand and comment during the public comment section to provide input.
  • RAC 6 Membership
    • Vacancy for a Law Enforcement Representative
    • Vacancy for 708/Government Entity Representative
    • Send nominations for vacancies to Joey King for the committee to review
  • State Updates
    • As of 9AM on 9/17/2024, geocoding has been approved for 988 calls. Geocoding will allow the call center to identify in which county the caller is located
    • Geocoding will not work as well for Cook County, but to combat this issue, two call centers have been dedicated to the county with a backup being CenterStone
  • PowerPhone Pre-test Site Updates
    • Pre-test locations include Lee County, Cumberland County, and Stickney & Village of Forest View
    • Pre-tests started on 9/3/2024, data was reviewed on 9/11/2024 but not enough data was available from the tests. Data will be reviewed again at the end of the month
    • These pre-tests are looking at the language changes and established scripts to ensure they make sense.
    • They are also looking to make sure the telecommunicators understand the transfers that need to be initiated for incoming calls and their respective levels
    • Only Level 1 in pre-test
  • Hyperlocal Group Updates
    • Champaign County has held a meeting between their mobile crisis response team and dispatch center. This meeting was described as productive in terms of discussing a path forward when it comes to what to work towards with these changes.
    • These meetings are being held to look at processes that are currently in place and how to bridge the gaps to see what it takes to transfer calls in a logical and safe way.
  • Process of Transferring calls from 911 to 988
      1.  Incoming calls to 911 expect an 'emergency response'
      2. Incoming calls to 911 - meeting IRLM Level 1 criteria - will be warm transferred to 988
      3. 988 will immediately follow 911 to 988 guidance and transfer the call to the appropriate MCRT
      4. Within 8 consecutive rings MCRT staff will pick up the incoming call from 988
      5. MCRT will immediately dispatch - to arrive at the location of the caller, as soon as possible (within 60 minutes)
    • Mobile crisis response teams should have a designated phone line for incoming CenterStone calls
    • The phone line should not have a voicemail box and must be constantly monitored
    • If a mobile crisis response team cannot respond to a caller's location within 60 minutes, the call is sent back to the 988 line and then it is their responsibility to find an alternative response team
    • If 988 is unable to find an alternative response team the call gets kicked back to 911. CenterStone will have a direct phone number to reach the original 911 telecommunicator that transferred the call
  • Subregional Structure
    • The Hub is planning a structure around subregional committees that allows for the work to continue on a local level while meeting OMA requirements. More information will be released in October 2024
  • Next Steps
    • Hyperlocal groups are encouraged to have meetings-what are you planning to do for the triage of patients at Level 1, then Levels 2 and 3

    • Allan Axelrod asked if a School Board Official would be an appropriate nomination for 708/Government Entity Representative; the committee determined this would be an appropriate nominee

    • John Aguilar motioned to Adjourn the meeting at 3:13 PM; this motion was seconded by Betsy Smith
