  • Welcome - 2:02pm
  • Roll Call- Brenda Perez
    • Present: Dr. Matthew Jordan, Alyssa Marrero, Amanda Teachout, Anthony Rigano, Candace Gunby, Christiane Harding, Dalila Alegria, Daphne Sandouka, Janeth Barba, Karen Bush, Kimberly Mebane, Matthew Mannino.
  • Open Meetings Act
  • Approval of the May & June minutes
    • May - Motion: Anthony Rigano. Second: Chris Harding. Approved.
    • June - Motion: Anthony Rigano. Second: Alyssa Marrero. Approved.
  • State Updates
    • Vibrant (National Center that oversees 988) has moved to geo-routing by county - an issue for Cook because of its size. Centerstone will be the backup for C4 & NAMI.
      • Geo-routing can help identify the county in which caller is located but it is not geolocation.
    • Pretest - Priority Dispatch: making sure the script changes make sense & for data collection research.
      • Started 9/3, will last 45 days - mid to late October
    • Pilot - Powerphone: Centerstone is the 988 Statewide Vendor.
      • Centerstone will receive 911 calls & warm transfer to corresponding MCRT for immediate dispatch. (low level risk calls)
      • State sent 590 teams coverage areas maps to provide to 988 providers with a directory - does not allow tracking in real time.
    • Reviewed Transfer Guidance with Brenda Hampton and discussed questions regarding response protocols when caller is no longer at location upon MCRT arrival, what to do if situation escalates and the possibility of dispatching social workers or village workers with Crisis Teams.
      • Recognize the lack of centralization that would allow for better response to 988 calls.
  • Subregional Structure
    • Legislation signed by Governor allows for subregional meetings so that planning and work can be done closer to the local level.
    • Hub is still working with State on the structure, will table this until more information is available.
  • Next Steps
    • RAC should host a summit/town hall meeting to explain the foundation of CESSA and bring together stakeholders to help move this along.
      • Dr. Jordan & Brenda H. will connect to work on the needs for the summit.
      • Grace Hong Duffin has resigned from KYC & RAC 9. Will work with the Hub to fill her vacancy.
