  • Welcome and Call to Order (Roll Call)
    • Lori Carnahan opens the meeting at 1:32pm.
    • Attending: Dr. Mark Cichon, Lori Carnahan, Candace Gunby, Austin Gibbs, Kent A Adams, Mark J. Puknaitis, Matthew Buckley, Jessica Robb, Todd Rountree, Jason Arres, Jean DeCaro, Sibil Kuruvilla, Sarah Wiemeyer, Jim Moldenhauer. Amy Kosinsky attended in place of Jillianne Chuffo. Valerie Phillips joined as a subject expert. We have a quorum.

  • Open Meetings Act
    • Lori Carnahan read the instructions regarding the Illinois Open Meetings Act.
    • The group was informed that the meeting was being recorded.
  • Approval of the Minutes from previous meetings
    • We have minutes to approve from January, March and May, as there hasn't been a quorum for several meetings.

  • State Updates
    • All RAC members will need to take a series of new trainings. You will receive instruction on how to receive trainings. Need to be finished by end of calendar year. If you are sitting on other board where you have completed these, you do not need to redo them. These will be available to check on your profile.

    • Vibrant is a national overseer of 988. It has now allowed 988 lifeline centers to use geo-routing by county, which will help route calls to local centers.
    • Cook county will now have two 988 lifeline centers.
  • PowerPhone Pretest Site Updates
    • What does the Pretest accomplish (goals)?
      • Provides an opportunity to: 1) test the changes to the Protocols used by 911 PSAPs that have been modified to incorporate interim risk level matrix risk type and severity (acuity) to determine if they are successful in identifying individuals experiencing behavioral health crises, and (2) evaluate if based on the responses to the questions, that dispatch referrals comport with the IRLM recommended response types available within PSAPs coverage area.

    • Summary of what the pilot will provide: Does the inclusion of an expanded set of questions incorporating IRLM risk areas and severity identify individuals experiencing behavioral health crises? Are projected dispatch referrals aligned with IRLM recommendations based on currently available community resources within PSAPs coverage area?
    • As a reminder, in the short run, we will be focusing on IRLM Level 1 referrals to 988 for referral to MCRT services if available. It is important to note, that during the pretest, there will not be any modifications to the actual dispatch referrals currently made by PSAP Telecommunicators. The referral of individuals experiencing behavioral health crises to 988 will occur during the pilot tests within the regions.
    • Pretest will last approximately 45 Days - began September 4th
    • Reviewed information on training and pretest pilot data to be collected (see slides)

      • Jim Moldenhauer shared his concern about figuring out liability for individual agencies in this process.
      • Jim Moldenhauer asked about the response for 1st party vs 3rd party callers. Brenda Hampton shared that there is information in the guidance document addressing this.
      • Wellness check is considered Level 4.
  • RAC Updates
    • PSAPs Pilot Sites & MCRTs' cross match
      • Reviewed current guidance that was created in 2022 on how 988 transfers calls to MCRT and how MCRT accepts.
        • MCRT is not dispatched by 988, can conduct their own assessment and determine to dispatch or not!

        • Centerstone is a pass through between 911 and MCRT
          • Incoming calls to 911 expect an 'emergency response'.
          • Incoming calls to 911 - meeting IRLM Level 1 criteria - will be warm transferred to 988.
          • 988 will immediately follow the 911 to 988 Guidance and transfer the call to the appropriate MCRT.
          • Within eight consecutive rings MCRT staff will pick-up the incoming call from 988.
          • MCRT will IMMEDIATELY dispatch - to arrive at the location of the caller, as soon as possible (within 60 minutes).
        • Reviewed 911 transfer to Centerstone to MCRT (pilot)
          • MCRT must have a designated phone line for receipt of incoming calls from Centerstone (988). (Edition 1.0 B)
          • MCRT's designated phone line must be consistently monitored, managed, and answered within eight consecutive rings. (Edition 1.0B)
          • Calls to the designated phone line must not connect to an answering machine or answering service. (Edition 1.0B)
          • Centerstone will retrieve pertinent information from the 911 telecommunicator (warm transfer) and convey to the caller that an MCRT will be dispatched. (Edition 3.0)
          • Centerstone will not conduct an assessment, nor will Centerstone initiate crisis counseling. Centerstone will accept information from the 911 telecommunicator. (Edition 3.0)
          • Centerstone will immediately contact the respective MCRT-designated phone line for the area where the caller is physically located. (Edition 1.0)
          • Centerstone will notify MCRT that this call is a transfer from 911.
          • Centerstone will convey all information received from 911 to MCRT. (Edition 3.0)
          • MCRT will not do an assessment. MCRT will accept information from Centerstone, via 911, and dispatch a team to the location of the caller. (Edition 4.0)
          • MCRT should respond to the location as quickly as possible (adhering to all safety Rules of the Road).
          • MCRT Response time should not exceed 60 minutes. (IRLM)
          • If MCRT staff are attending to another community-based crisis and cannot respond within the designated time frame, then this information is to be conveyed to Centerstone. (Edition 5.0)
          • Centerstone will identify an alternative MCRT serving the same community area and convey the information from the call.
          • If the alternative MCRT cannot respond within the designated time frame, then Centerstone will notify the originating 911 telecommunicator to redirect dispatch according to 911's standard protocol. (Edition 5.0)
          • MCRT will provide Centerstone (David.hunter@centerstone.org) with an email resolution of the crisis encounter within the designated time frame. (Edition 2.0, 3c.;3d)
          • Before pilot begins there will be lots of trainings for all sectors on how the above guidance works in operation

      • Purpose: Planning and implementation of new protocols that will deflect IRLM Level 1 crisis calls from 911-988 for the pilot PSAP's.
      • Next steps are to review scripts once approved through Protocol and Standards Committee
    • Communication Workgroup
      • Members: Shannon Hartnett, Victoria Alvarez (non-RAC member), Robert Franciere (non-RAC member), Sibil Kuruvilla, Candace Gunby. Jean DeCaro
      • Purpose: Develop a training and communications plan to educate key stakeholders in Region 8 on 988 and on the new 988 PSAP response protocols
      • Tasks: 1) Identify primary and secondary target audiences; 2) Research/Gather existing materials for use or adaptation in Region 8; 3) Develop outreach plan, timeline, 4) Develop communication and training materials; 5) Determine budget for implementing the communications plan and pursue state funding as available

  • Summit for Region 8
    • Each RAC should plan to host a Summit/Townhall kick-off by November 30, 2024.
    • Identify location
      • Both virtual and in-person were discussed. Hybrid was considered optimal.
      • Jason Arres mentioned City Council Chambers
      • Loyola was mentioned as possibility
      • If you have other locations to suggest, please email Krista. Then we can poll the group for a location and date.
    • Establish agenda
      • We might put together a subgroup to review agenda and make sure everything is invited.
    • Identify champions
    • Invite key stakeholders, including advocates and PSAPs that use other vendors
    • Explain the foundation of CESSA and the charge.
    • Member comments
      • Mark Puknatis shared that it is important to get the word out as soon as possible to the people we serve.
      • Sarah Wiemeyer thinks opening it up to the whole region is really important, especially for other communities and departments that are looking into similar projects.
      • Jason Arres would like to see education for public, especially around how police will still be involved in the process.
