Call to Order/Introductions
- Emily Legner called the meeting to order at 8:35am.
- Member Attendees: Sara Rolando, Mark Schmitz, Jessica Douglas, Kristen Chiaro

Meeting Logistics/Open Meetings Act

- Meetings are recorded. You may choose to turn off your camera.
- Minutes will be posted at the Illinois Department of Human Services Division of Mental Health on the Open Meetings page.
- Minutes will be posted after they have been approved at the following RAC meeting.
- Please remain on mute during the meeting unless you want to have some discussion. If you would like to speak, please raise your hand to get the presenters attention.
- Only appointed members may contribute to the discussion at any point during the meeting. Members of the public will be able to speak during the "Public Comment" session of the meeting.
Approval of Minutes from July 18th, 2023/November 21, 2023/December 19, 2023/ January 16, 2024/February 20, 2024/March 19, 2024 and April 16, 2024 Meetings
- Motion to approve the minutes could not take place due to not enough attendees.
- No Quorum
State Updates - Training Plans Next Steps:
- Regional Advisory Committee (RAC) Co-Chairs Comments Due April 15th
- Develop written responses to the RAC's frequently asked questions in consultation with DMH
- Review FAQ's with the training and education subcommittee
- Present final training plans for approval to statewide advisory committee (SAC)
- Mark Schmitz voiced confusion regarding the trainings that are chosen since there are only 4 but there are 20 that are required when you apply for the program to be approved by the state. They are annual trainings. This is a narrow interpretation. Emily Legner commented this needs to bring this to the attention of the SAC. She will bring it to Brenda's attention.
Committee Updates
- Still waiting on Power phone to get back with the final draft of the protocol changes. Hopefully in June or late July. They met in March and they're going to continue to try and see what they can do to alter their protocols. Looks like something is scheduled for May.
- The independent vendors have a meeting scheduled this month, they're working with each vendor to try to make these changes.
- PowerPhone is the furthest along so we are using the PSAPS that have PowerPhone as a vendor for pilot sites.
Project Plan Updates
- Kim Curl is the director out of Christian County and they are going to be our pilot.
- We identified who we'd like in our initial meeting to review what we (RACs) are doing and what is required. Will hold at least monthly meetings, possbly more than that once the new protocols are finished, but the initial meeting with that group will be held in May.
- Emily's concerns: Some involved services are not available 24/7/365 for the pilot area.
Hyperlocal Implementation
* Discussed need for educating existing groups in our communities via the hyperlocal process.
Questions from the Committee
- See question above from Mark Schmitz regarding MCR training.
- What are the next steps for hyperlocal meetings.
