Call to Order/Introductions
- Emily Legner called the meeting to order at 8:30am.
- Member Attendees: Jessica Douglas, Andrew Wade, Kristen Chiaro, Sara Rolando, Mark Schmitz, Trenda Hedges

- Minutes will be posted at the Illinois Department of Human Services Division of Mental Health on the Open Meetings page.
- Minutes will be posted after they have been approved at the following RAC meeting.
- Please remain on mute during the meeting unless you want to have some discussion. If you would like to speak, please raise your hand to get the presenters attention.
- Only appointed members may contribute to the discussion at any point during the meeting. Members of the public will be able to speak during the "Public Comment" session of the meeting.
Approval of Minutes from July 18th, 2023/November 21, 2023/December 19, 2023 and January 16, 2024 Meetings/February 20th, 2024
- Motion to approve the minutes could not take place due to not enough attendees.
- No Quorum
State Updates - Brenda Hampton
- Discussed House bill to extend CESSA work to July 2025.
- There will be a joint RAC/SAC meeting in May 2024.
- Hyperlocal meetings are to begin, brief description was provided.
- There is a house Bill 5377, which is it's intent is to change the language in the sense that legislation that will allow a non EMS medical director to sit in the chair position for the rack.
Training Plan Feedback from the RAC
911 Training Plan:
* Under #2: Add training on the Illinois Warm Line and Illinois Helpline
590 Training Plan:
- Under #2: ensure training includes information on the Illinois Warm Line and Illinois Helpline
- Under #3: add individuals re-entering the community to 'respectful interactions'
- Under #4: Add training on avoiding role drift
- It appears there was a lack of coordination with existing state required crisis training. Recommend using the current requirements as a starting point, then identify what additional training might be useful for 590.
988 Training Plan:
- Under #2: ensure training includes information on the Illinois Warm Line and Illinois Helpline
- Under #3: add individuals re-entering the community to 'respectful interactions'
All Plans:
* Include a module on the use of interpreter services for ASL and languages other than English.
Other feedback:
- Lack of input from providers.
- Who is responsible for content development and delivery?
- Individual providers?
- Could the current MCR required training simply be expanded for modules to meet the 590 requirements?
- Training volume will be difficult (most 590 systems who utilize staff from other teams, turnover)
- The trainings appear to be very much one size fits all. Different education levels all required to attend the same trainings (e.g., CRSS, Master's, Bachelor's, etc.)
- Format of trainings is unclear (in person, via zoom live, online/on-demand, etc.)
- All Feedback will be provided to the SAC.
Project Plan Updates
- Christian Count has agreed to be the pilot for our RAC.
- Key stakeholders must be identified.
- Workgroup will be convened.
Questions from the Committee
- Trenda asked about harm reduction being included in the training plan.
- Andy asked if there might need to be an interim statement regarding the transfer process protocols.
- Mark asked if there would be safety planning training related to lethal means.
