Call to Order/Introductions

  • Emily Legner called the meeting to order at 8:30am.

  • Minutes will be posted after they have been approved at the following RAC meeting.
  • Please remain on mute during the meeting unless you want to have some discussion. If you would like to speak, please raise your hand to get the presenters attention.
  • Only appointed members may contribute to the discussion at any point during the meeting. Members of the public will be able to speak during the "Public Comment" session of the meeting.

Approval of Minutes from July 18th, 2023 Meeting

  • Motion to approve the minutes could not take place due to not enough attendees.

State Updates - Brenda Hampton

  • Two legislative bills were entered. One was to extend CESSA until 2025 and these bills were agreed to by access living. It will go into another year and then to expand the chair position so that it would no longer be required that the EMS medical director would be chair in in many of our RACs, we have had some issues because the EMS medical directors are also emergency room medical directors and they have not been able to devote the time and participation to this process.
  • Know that there would be another person from public health, probably one of their regional people, who would sit in the role formally held by the EMS medical director and then the third thing is the ability to move the work to what they're calling hyperlocal levels or to the more local community levels.

A lot of the work that directs needs need to be done by the constituents and the powers that be at the local level as opposed to a larger regional structure that does not negate the role of the RACs.

RACs will still exist, but the language was to also allow that planning at a what they're calling the hyperlocal level, and so those are the three entries that have been approved for legislative changes.

* 911 and 988 Training will have to be coordinated with the Illinois State Police. Not sure what those schedules will be.

Training and Education Updates

  • Training and Education plans have been developed for 911, 988, and MCR (590).
  • Each training plan was reviewed and initial feedback solicited in the meeting
  • These will be emailed to RAC members for further review. A deadline will be sent out for RAC members to send co-chair feedback. Feedback is needed for the Survey from SACs regarding trainings due March 15th.
  • 911 administrator will determine the implementation date of the training plan.
  • Dr. Terry Solomon wants the trainings to be user friendly.
  • The group discussed duplicated topics in trainings that already exist compared to these new trainings.
  • Initial feedback for the SAC included:
    • Are these scheduled or on-demand?
    • Are these online trainings or in person
    • What will the entity's role be in the training
    • The time required will be problematic
    • This doesn't represent any coordination between those on the crisis workgroup HFS and DMH
    • Are the 590 trainings such as De-escalation already those that are required, or in addition to?
    • Which are the courses required over time?
    • High turnover will make ensuring these trainings are complete difficult

Project Plan Updates

* Christian County is requesting board approval for participation as pilot

Questions from the Committee:

  • See above initial feedback section
    • Mark Schmitz asked who was the intended audience of a particular training (answer: 911). He also asked if these are mandatory (answer: yes, as co-chair understood). He also asked about funding to complete trainings as they are lengthy. Mark also asked who would be providing the trainings. Mark asked if HFS and DMH coordinated regarding topics for trainings as many are already covered in existing trainings, and
    • Chris Mueller asked the format of the training (e.g., in person, on-demand, etc.)
    • What courses are required over time?

Public Comment

* Phil McCarty discussed his participation as an expert consultant and hadn't yet seen these plans as they hadn't met for several months. He stated duplicative courses have been merged together.
