Call to Order/Introductions

  • Emily Legner called the meeting to order at 8:30am.
  • Member Attendees: Sara Rolando, Mark Schmitz, Jessica Douglas, Olivia Mefford, John Simon, Trenda Hedges, Tony Olhausen (for Andrew Wade)

  • Minutes will be posted at the Illinois Department of Human Services Division of Mental Health on the Open Meetings page.
  • Minutes will be posted after they have been approved at the following RAC meeting.
  • Please remain on mute during the meeting unless you want to have some discussion. If you would like to speak, please raise your hand to get the presenters attention.
  • Only appointed members may contribute to the discussion at any point during the meeting. Members of the public will be able to speak during the "Public Comment" session of the meeting.

Approval of Minutes from July 18th, 2023/November 21, 2023 and December 19, 2023 Meetings

  • Motion to approve the minutes could not take place due to not enough attendees.

State Updates - Brenda Hampton

  • I know there were concerns with providers about the duplication of MCRT and MCR (Mobile Crisis Response) from today under HFS and Mobile Crisis Team funded under DMH so they are pulling together so that there will be commonality in terms of the funding stream.
  • It would be less complicated for providers and clearly less complicated for the general public.
  • The quarterly report on CESSA has been completed and it will be ready for the General Assembly on January 1st
  • The training primarily is for PSAPS and 911. The changes in the protocol scripts will be done by the Illinois State Police as well as the UIC crisis hub, so that the formal training is not anything that the rest involved will have to do.
  • However, incorporating 590 into that will be part of the responsibility of the RAC.
  • We are having two meetings, a follow up with Powerphone and then a follow up with priority dispatch, so they are interested.
  • They are making changes to their system priority dispatch, making changes to their scripts. They seem amiable, so you'll start with Powerphone then priority dispatch will be in your area that may come shortly.

Action Plan Implementation Timeline

  • This has not changed since the last time it was presented.
  • No additional feedback was received about anything we should change now.
  • Reiterated that we are seeking Christian County as the Pilot for our RAC.
  • The deadline to establish our two appropriate pilot PSPAS by 12/15 has not been accomplished.
  • Progress made was identifying some of those key administrators who are going to champion this and develop that subcommittee of people who are going to make this project move forward in Christian County such as their EMS medical director, fire and police.
    • Waiting to reach out those individuals until Amy from Christian County PSAP has agreed to be the pilot
  • We will not meet the target Deadline for some plan actions but we are moving forward.
  • Priority dispatch and the independents will eventually need a subcommittee as well.
