The meeting was called to order by Cindy Barbera-Brelle at 10:32 a.m., who reviewed the meeting logistics and OMA procedures.

Roll Call and Motion to approve minutes:

  • Michelle Churchey-Mims motioned to approve minutes from the previous meeting on September 10, 2024. Robert Van Bebber seconded. All members present approved of the minutes. Motion carried.
  • Members Present and Voted to Approve: Robert Van Bebber, Michelle Churchey-Mims (Designee for Blanca Campos), Cindy Barbera-Brelle, Tanya Cooley (Designee for David Albert), Rachael Ahart

Old Business (Cindy Barbera-Brelle):

  • Cindy Barbere-Brelle provided a recap of CESSA legislation training requirements.
  • The timeline and next steps for both training plans were reviewed. The Hub will bring plans to state partners and subject matter experts for their review, then back to this Subcommittee for their approval, and ultimately to the SAC for their approval.
  • Both plans are now in the same format as the Mobile Crisis Response Teams Training Plan, with three sections:
    • Core (required)
    • Additional Best Practice (recommended but not required)
    • Optional

Proposed 9-1-1 Telecommunicators Training Plan (Cindy Barbera-Brelle):

  • Training Guidelines were reviewed.
  • Proposed Core Courses
    • Five courses have been proposed.
    • All telecommunicators will be required to complete these courses.
  • Proposed Additional Best Practice Courses
    • These courses will be offered by the Hub/DMH/ISP as recommended or additional best practice, but not required.
  • Proposed Optional Courses
    • These courses will not be required but they are offered if the telecommunicator wants to go more in-depth on a topic.
  • Discussion by Subcommittee Members
    • Tanya Cooley: Could we use a different word than "understanding"? Perhaps, we could change it to "working with." "Understanding" implies that you could understand everyone who is on the spectrum or neurodivergent. You can't measure that.
      • Cindy Barbera-Brelle: I don't see why we couldn't make that change.
      • Terry Solomon: I'm comfortable if this group wants to change it to "working with," I am willing to do what this group decides.
      • Cindy Barbera-Brelle: No more comments so it seems the group wants "working with" so Dr. Solomon will make that change.
    • Amanda Lake: SUPR as the subject matter experts related to behavioral health crisis services are continuing to develop trainings more broadly that we expect to be ready by the end of the year. It will be a ten module on-demand series including safety planning for overdose prevention, linking to recovery services, harm reduction. I just wanted to highlight that will be available.
      • Cindy Barbera-Brelle: Maybe we should highlight that as an optional
      • Terry Solomon: We could provide a link to the training rather than listing all ten modules.
      • Amanda Lake: I think it will be an opportunity for further discussion to say "how can we equipe folks in the field with further skills to address substance use?"
      • Terry Solomon: I think for the MCRTs, the SUPR training will be a welcome addition. For the telecommunicators, Cindy and I will identify telecommunicators to help develop course content. So, once we do that, I will keep your comments in the forefront.
      • Amanda Lake: I'm happy to also talk more about the unique needs of telecommunicators.
      • Cindy Barbera-Brelle: I think that would be valuable. When #8 is put together, we could add a slide that presents the option to access SUPR's training.
    • Michelle Churchy-Mims: What is the selection process? Is this something a telecommunicator self-selects or that the supervisor recommends?
      • Cindy Barbera-Brelle: Up to the supervisor or 911 manager at that PSAP to say these are optional and these are what I want you to take. Or potentially, it could come from my office that there are administrative rules to require these opportunities in addition to core or best practice.

Old Business: Proposed 988 Telecommunicators Training Plan (Dr. Terry Solomon)

  • Dr. Terry Solomon reviewed the updates to the plan. Based on our feedback from the Regional Advisory Committees, several core trainings were combined and moved from Core to Best Practices or Optional.
  • Dr. Terry Solomon requested that particular feedback is desired on update #3 regarding whether 988 crisis counselors must be trained before answering a call.
    • Tanya Cooley: I think it's a good idea.
    • Michelle Churchy-Mims: Before commenting, I'd like to see the courses.
  • Proposed Core Courses
    • Terry Solomon: Are 988 crisis call counselors required to adhere to HFS trainings for Medicaid providers?
    • Michelle Churchy-Mims: I'm not sure. Some may be but I don't know.
    • Terry Solomon explained that The Hub is proposing another another core training be added to this plan.
    • Developing Community Relationships: Creating, coordinating, developing, and maintaining cooperative relationships with community services and supports (Recovery Community Organizations, Schools, Law Enforcement, Inpatient Hospitals, and Other Crisis Providers)
  • Proposed Additional Best Practice Courses
    • Terry Solomon explained that The Hub is proposing two more Additional Best Practice courses be added to this plan.
      • Family Engagement: Effective Engagement of Patients and Families.
      • Peer Recovery Support / Engagement Specialist: Definitions, roles, and responsibilities of team members.
  • Proposed Optional Courses
    • These courses will not be required but they are offered if the crisis counselor wants to go more in-depth on a topic.
  • Discussion by Subcommittee Members
    • Michelle Churchy-Mims: Your comment about non-verbal and being able to connect with folks that might be with someone. Going back to the HFS slide, the IM-CANs is pretty comprehensive for a 988 training. Should is be the IM-CAT which is the subset that's focused on crisis? If that's the case, maybe that makes more sense. The IM-CANs for the 988 role would be too comprehensive and I have questions about if that should be included.
    • Tanya Cooley: I agree that IM-CANs would be too much and only required if they are billing Medicaid which I don't think 988 call centers are. The IM-CAT would be more sufficient.
    • Terry Solomon: We will continue to show this to stakeholders and make sure we bring feedback and any changes to this group as well.
