Call to Order/Roll Call:
- Meeting called to order by Cindy Barbera-Brelle at 2:33 pm (via Zoom)
- Rick Manthy motioned for approval of June 20, 2024, meeting minutes, seconded by Rachael Ahart.
- Members present:

State Updates (Cindy Barbera-Brelle): No updates
SAC/RAC Joint Meeting (Cindy Barbera-Brelle)
- The RACs resumed meetings in September.
- The role of Subregional committees, as referenced in CESSA legislation, was discussed. The BHCH will further refine and revise based on feedback from the SAC and RACs
Update on Work with Protocol Vendors (Cindy Barbera-Brelle):
PowerPhone
- Cindy Barbere-Brelle and Dr. Mary Smith had the second touch-base today with PowerPhone pre-test sites. For now, they are doing weekly check-ins.
- Pre-test reporting
- We asked for PowerPhone to add the ability to select 988-pre, meaning we don't have the ability to actually transfer but we wanted to track how much activity there would be if we could. PowerPhone is getting that updated on each of the three pre-test systems. That should be done by the end of the day today
- Right now, they have to look in CAD in their notes section for words like "suicide" or "mental health" so they can do that in pre-test but long term we will have to refine that so it's not an additional responsibility the PSAPs have to take on.
- Statistics:
- Cicero handled 2,250 calls and only 0.5% were mental health. Of those, 1 could have benefited from a mobile crisis response team, and 1 could have benefited from a transfer to 988.
- Lee county had 5 suicidal calls and 2 calls that could be transferred to 988
- Cumberland County is much smaller, they had 2 mental health calls and they used the 988PRE code which had already been installed.
- Recap of work already accomplished
- PSAP administrators provided training for telecommunicators using a PowerPoint that included in-service training with scenarios.
- PowerPhone installed software updates at the end of August 2024
- Pre-test began on September 3, 2024
- Expected to last 30 to 45 days
- Cindy Barbere-Brelle summarized the pre-test goals and the data elements that will be collected as part of the pre-test.
- Planning for the pilots: Region 4 and Region 11 do not have any PSAPs with PowerPhone so those regions are not involved in the pilot.
Priority Dispatch
- We are cross-walking the protocols to alignment with Interim Risk Level Matrix (IRLM).
- Priority Dispatch did created a new card for mental health and a few systems have completed the Priority Dispatch training and have implemented the card. What they don't have is that recommendation piece, the transfer to 988 mobile crisis response, etc. So that's part of this crosswalk to the risk level matrix.
- After the cross-walk will be the pre-tests. We have identified the pre-testers and next will identify the pilot sites.
APCO
* They are similar to PowerPhone but still a little different. We need to decide how to blend the protocols to the IRLM.
Independents
* The next step is to convene a meeting with the independents.
Discussion:
- Rick Manthy: Is there anything at this point for the receiving calls from 988 coming into 911 centers?
- Cindy Barbere-Brelle: It's hard to do testing on that since we don't have that transfer capability. We have heard about a few calls that have not gone well because 988 is sending the call to the PSAP but they don't have a name or address and they can't ping a phone. It's hard for 988 to get that information.
- Rick Manthy: And there's still no plans for 911 centers to transfer directly to 590 teams?
- Cindy Barbere-Brelle: Ultimately, the long-term plan would be a centralized dispatch center to dispatch the 590's across the state is the vision. Brenda has worked with the RACs and put together a guidance document for the 911 to Centerstone transfers. That document will probably go to the SAC to approve. That will be part of the training piece for both Centerstone and the PSAPs.
- Mary Smith: There is also draft guidance for 988 to 911 transfers still being developed.
- Charles Petrof: Could you repeat the statistics you had for the three pre-test sites?
- Cicero in one week answered about 2,250 calls and 0.5% were mental health or behavioral health calls. Of those, 1 could have benefited from a mobile crisis response team, and 1 could have benefited from a transfer to 988.
- Lee County received 1,411 CAD incidents which are basically calls for service. Of those, 7 were mental health calls, 2 could have been transferred to 988, 58 were welfare checks and they made have been eligible, but I don't have that reporting mechanism in place yet but that could have potentially been the mental health protocol in PowerPhone, and then we had five suicidal calls and none most likely would have been transferred.
- Cumberland had 799 CAD events, 5 were well-being checks that didn't require protocols, 2 were mental health calls and they used protocols and there was potential to transfer to 988.
