Summary

The Continuing Appropriations and Extensions Act, 2025 was signed into law on 09/26/2024 authorizing additional funding for the replacement of stolen Electronic Benefit Funds (EBT) Supplemental Nutrition Assistance Program (SNAP) benefits to victims of card skimming, cloning, scamming, phishing and other similar fraudulent methods.


Due to the increased reports of Electronic Benefit Transfer (EBT) theft, the Consolidated Appropriations Act, 2023 (the Omnibus) was signed into law on 12/29/2022 allowing state agencies to use federal funds to replace stolen SNAP benefits to victims of card skimming, cloning, scamming, phishing and other similar fraudulent methods through 09/30/2024. In a continued effort to provide food security and protect the benefits of vulnerable SNAP households, H.R. 9747 - Continuing Appropriations and Extensions Act, 2025 was signed into law on 09/26/2024 to extend appropriations through 12/20/2024. This extension allows Illinois to continue to replace stolen SNAP benefits due to electronic theft through 12/20/2024.

Note: The replacement of stolen benefits due to electronic theft applies to SNAP benefits only. State Food and Summer EBT benefits cannot be replaced.
