The meeting was called to order by Cindy Barbera-Brelle at 10:31 a.m., who reviewed the meeting logistics and OMA procedures.

Roll Call and Motion to approve minutes:

  • Rachael Ahart motioned to approve minutes from the previous meeting on June 25, 2024. Michelle Churchey-Mims seconded. All members present approved of the minutes. Motion carried.
  • Members Present and Voted to Approve: Cindy Barbera-Brelle, Michelle Churchey-Mims (Designee for Blanca Campos), Tanya Cooley (Designee for David Albert), Rachael Ahart
  • Members Absent: Emily Miller, Candace Coleman, Robert Van Bebber

Old Business: Mobile Crisis Response Teams Training Plan (MCRT):

  • Cindy Barbere-Brelle provided a recap of CESSA legislation training requirements.
  • Based on feedback from Regional Advisory Committees and the MCRT Learning Collaborative, several core trainings were moved from Core to Best Practices or Optional.
  • Cindy Barbere-Brelle summarized the proposed guidelines for the plan.
  • Dr. Terry Solomon outlined the revised MCRT Training Plan.
    • There are 30 courses total, in 3 categories: Core, Additional Best Practice, and Optional. Of the 30 courses, only 8 courses are Core and 3 of those 8 courses are already required by HFS.
    • These are proposed courses pending conversations with DMH and HFS.
  • Proposed Core Courses
    • HFS: De-escalation, Crisis Safety Planning, and IM-CANS
    • DMH:
      1. Illinois Emergency Crisis System - MCRT, 911, and 988 will all receive this course
      2. National Standards for Culturally and Linguistically Appropriate Services (CLAS) Cultural Awareness
      3. Power and Importance of Language
      4. Respectful Interactions with and Understanding of Individuals who have Developmental Disabilities or Autism Experiencing a Mental Health Crisis
      5. Respectful Interactions with and Understanding of Individuals Experiencing a Mental Health Crisis and/or Substance Use Challenges
  • Proposed Additional Best Practice Courses
    • The Hub will offer 10 courses to all MCRT providers. These courses are not required but strongly recommended based on best practices.
    • Note that we separated Vicarious Trauma and Trauma-Informed Response. Vicarious trauma is experienced differently between people new to the workforce and people who are seasoned, so we wanted to highlight that. Whereas Trauma-informed Response reflects an understanding as to how trauma affects people and to avoid re-traumatization.
    • We also want to continue to uplift peers and the value of peer-led response in the Alternatives to Suicide course.
  • Proposed Optional Courses
    • There are 12 optional courses that providers or former training attendees requested. The Hub will offer the courses for those who are interested, but they are not required.
    • Tanya Colley: Can we not use the term "geriatric"? It's considered offensive outside of the medical setting.
      • Terry Solomon: Yes, we will change the language and come up with a more appropriate term.
  • Discussion by Subcommittee Members
    • Rachael Ahart: Are the additional best practice optional?
      • Terry Solomon: Yes
    • Rachael Ahart: A lot of law enforcement responses to mental health calls that don't require transport and ends with safety planning. I'm a little curious how the MCRT units are looking at that.
    • Cindy Barbere-Brelle: That's in Crisis Safety Planning with HS.
    • Rachael Ahart: Ok that's a good overview. I think that's something we want all the responders to have.
    • Lorrie Jones: Crisis Safety Planning is required of all Medicaid programs doing mobile crisis response.
    • Cindy Barbere-Brelle: Should we incorporate that into the HFS course so that all the safety planning is in one course?
    • Lorrie Jones: The Medicaid one has been established so I don't think we can combine. I don't know the differences between the one required by Medicaid and the one suggested by best practices; we can look at that, but there's no problem with having an additional course on top of the core required course for Medicaid.
    • Rachael Ahart: I do like the layout of the core, best practice, and optional.
    • Tanya Cooley: The ones that are Core we can't really change, they are required by HFS or Core. All the other courses will have to be optional or recommended best practices.
    • Michelle Churchey-Mims: I like the flexibility offered and the asynchronous opportunity to make training available for folks.
  • Public Comment:
    • Nicolette Rivera: I wrote in the chat "I feel that trauma informed care, vicarious trauma, and self-care should be core trainings." Tanya then clarified for me why these are not on the additional best practice list.

New Business: Vote on Mobile Crisis Response Teams Training Plan

  • We are continuing to have conversations with DMH and HFS to discuss the plans. We want to make sure the training plans are in alignment with the unified crisis system that's being developed. We are not ready to have a vote on the plan because state partners are still reviewing it. We ask that we table the vote until further discussion by state partners.
