  • Welcome and Call to Order (Roll Call)
    • Lori Carnahan opens the meeting at 1:33pm.
    • Attending: Dr. Mark Cichon, Lori Carnahan, Shannon Hartnett, Austin Gibbs, Kent Adams, Matthew Buckley, Sarah Wiemeyer, Corinne Swiatek, Bill Srejma, Jim Moldenhauer, Jillianne Chuffo. Sydney Talavera joined 15 minutes late. Valerie Phillips joined as a subject expert. We do not have a quorum.
    • Absent: Candace Gunby, Eric Metcalf, Alex Johnson, Ryan Klavohn, Daniel Paul Rietveld, Michael Mavrogeorge, Mark J. Puknaitis, Todd Rountree, Jason Arres, Jean DeCaro, Sibil Kuruvilla, Scott A. Spinazola, Jessica Robb.
  • Open Meetings Act
    • Lori Carnahan read the instructions regarding the Illinois Open Meetings Act.
    • The group was informed that the meeting was being recorded.
  • Approval of the Minutes from previous meetings
    • We still have minutes to approve from January and March, as there wasn't a quorum to approve the January minutes last meeting. We do not have a quorum today either so we will wait until next meeting.
  • State Updates
    • Path is the statewide backup for 988. This year they did not receive the bid and it's going instead to Centerstone, which is a regional behavioral health provider, in Frankfort, IL. They have been doing 988 work for years. Implementation start date for them to begin is July 1.
    • CESSA will extend for another year and will allow someone other than an EMS director to serve as co-chair. Until legislation is signed by the governor, the Open Meetings Act does not allow the RAC/SAC's to do formal business. Neither will meet in July and August and will begin again in September. RAC workgroups should continue to meet, however. Please submit your RAC calendar in accordance with the Open Meetings Act.
    • 988 recently had a national conference in Chicago. They are moving forward with georouting for calls.
  • Workgroup Updates
    • Implementation Workgroup
      • No meeting since last RAC meeting (April cancelled). May meeting scheduled for next week. We will meet throughout the summer depending on tasks.
      • Identified Pilot PSAP's:
        • PowerPhone Total Provider - Lyons Township Area Communication Center (LTACC)
        • Alternative Provider - Naperville
      • Implementation Deliverables
        • Review recommendations from the Protocol and Standards subcommittee on protocols
        • Establish process for approval of protocol changes.
        • Identify resource needs for successful implementation.
        • Establish training plan needs for PSAP's prior to implementation and identify budget or other resources needed for training.
        • Facilitate meetings with PSAP administrators/managers as needed.
        • Monitor advocacy efforts around 988 geo-routing and geo-location to support system wide change
        • Identify data collection and metrics needed for PSAP's and 988
        • Determine Go Live Date (target 10/1)
      • PSAP's in Region 8 and Vendors
        • Once we're ready to roll it out, it would be great to have some pilot sites.
        • If you have PSAP's who are not RAC 8 members and are interested in joining the group, let us know!
      • Discussion on getting clarification on current guidelines for transferring calls
    • Communication Workgroup
      • Group is charged with identifying and implementing communication strategies to increase awareness of 988.
        • Contact DU-COMM (DuPage Public Safety Communications) and ACDC (Addison Consolidated Dispatch Center) to obtain data on "hot spots" for mental health related calls
        • Based on data, specific communities with be targeted with 988 messaging
        • Group has gathered examples of effective 988 promotional materials and once ready, will work with DuPage County Health Department (DCHD) and other identified stakeholders to distribute.
      • DCHD has free 988 yard signs and bumper stickers to raise awareness during Mental Health Awareness month. They can be ordered here: 988 Promotional Material Request (office.com)

          • Illinois database is complete; preparing for pre-testing of protocols
