  • Call to Order
    • Lori Carnahan opens the meeting at 1:33pm.
    • Attending: Lori Carnahan, Austin Gibbs, Candace Gunby, Shannon Hartnett, Sibil Kuruvilla, Jim Moldenhauer, and Sydney Talavera. Bill Srejma joined 15 minutes late. Jean DeCaro joined 25 minutes late. Valerie Phillips joined as a subject expert. We do not have a quorum.
    • Absent: Mark Cichon, Eric Metcalf, Alex Johnson, Ryan Klavohn, Daniel Paul Rietveld, Kent A Adams, Michael Mavrogeorge, Mark J. Puknaitis, Robert Schultz, Scott A. Spinazola, Matthew Buckley, Todd Rountree, Jason Arres, Sarah Wiemeyer, Corinne Swiatek, and Jillianne Chuffo.
  • Open Meetings Act
    • Lori Carnahan read the instructions regarding the Illinois Open Meetings Act.
    • The group was informed that the meeting was being recorded.
  • Approval of the Minutes from January Meeting/Roll Call
    • In the last meeting minutes, it is stated that the approval of the minutes was from August. It should have been from November. This has been corrected.
    • We do not have a quorum so we will approve the minutes the next time we meet.
  • State Updates
    • Two new House bills have been introduced. House Bill 5378 extends the CESSA deadline to July 1, 2025. House Bill 5377 allows the co-chair role to be held by someone other than an EMS medical director. Both bills are still in committee.
    • Protocols were finalized and sent to PowerPhone a few weeks ago. The state is still waiting to hear back from them.
    • There is a CESSA Protocols and Standards meeting today from 2:30-4:00 pm.
    • The next CESSA Statewide Advisory Committee Meeting is on 05/13/2024 at 1:00 pm. The meeting will be in in person at Memorial Learning Center, 228 West Miller St. Springfield, IL 62702.
  • Workgroup Updates
    • Implementation Workgroup
      • Group meeting monthly
      • List of members: Lori Carnahan, Dr. Mark Cichon, Robert Franciere, Jillianne Chuffo, Jim Moldenhauer, Corrine Swiatek, Bill Srejma, Chief Selvik- Addison (non-RAC member), Chief Kuruvilla-Brookfield (non-RAC member), Commander Rimdzius- Naperville (non-RAC member), Commander Kmiecik- Elmwood Park (non-RAC member), and Chief Brenda Farlow- Leyden Township Fire Department (non-RAC member)
      • Purpose: planning and implementation of new protocols that will deflect IRLM Level I crisis call from 911-988 for the pilot PSAP's.
      • Next steps are to review scripts once approved through Protocol and Standards Committee
    • Training/Communication Workgroup
      • Group met once (Feb 5th) and will meet again on April 1
      • List of members: Shannon Hartnett (NEDFYS), Victoria Alvarez (DCHD), Robert Franciere (Loyola Medicine), Sibil Kuruvilla (Ascension), Candace Gunby (Cook County Health), and Jean DeCaro (Leyden Family Service)
      • Purpose: develop a training and communications plan to educate key stakeholders in Region 8 on 988 and on the new 988 PSAP response protocols
      • Next steps:
        • Identify primary and secondary target audiences
        • Research/Gather existing materials for use or adaptation in Region 8
        • Develop outreach plan, timeline
        • Develop communication and training materials
        • Determine budget for implementing the communications plan and pursue state funding as available
  • Training Plan Discussion and Final Submission Plan
    • We reviewed the survey feedback that members submitted. We did not receive as much feedback as we were hoping for. We can leave the survey link open until March 29th. Krista will send the survey link again to the group.
    • Additional feedback from the meeting was shared:
      • 590 Training Plan
        • The state is still working on the format for virtual trainings and whether it will be self-guided or live. They are open to feedback on this. Our group seemed to prefer self-guided to make it more accessible for staff.
      • 911 Training Plan
        • No additional feedback.
      • 988 Training Plan
        • No additional feedback.
    • Discussion
      • Questions to ask Subcommittee on Training Plans?
        • Would there be opportunities for refreshers or trainings for new hires on a regular basis?
      • Other feedback to share?
    • Next Steps
      • Full feedback due by April 15
      • We will send out a compiled version once we have gathered all feedback. We do not need to vote on the recommendations.
      • The updated training plan will be sent out once all RAC recommendations are compiled.
