    • Meeting called to order at 2:35 pm by John Aguilar

  • Approval of Minutes
    • No comments/corrections to the 2/20/24, 3/14/24 and 4/16/24 Minutes.
    • Motion approved by all members present
  • Open Meetings Act
    • Members were advised that the meetings are subject to the Illinois Open Meetings Act.
    • Meetings are recorded and you have the option to switch your camera off if you choose to.
    • A copy of this recording and minutes will be posted to the Illinois Department of Human Services/Division of Mental Health Open Meetings Page.
    • All participants are muted to reduce interference of background noise.
    • Please make note of the raise hand feature. Appointed Committee Members wishing to contribute to the discussion will be asked to raise their hand and then will be unmuted to speak. Public members will raise their hand and comment during the public comment section to provide input.
  • State Updates
    • This year was a competitive bid year for PATH and they did not win the bid for FY25/26. The new DMH contracted back up call center for 988 will be Centerstone
    • The legislation for CESSA has been extended out until July 1, 2025
    • The state is looking at possibly having non EMS/MD directors to serve as chairs in RAC's due to busy schedules of those directors
    • There will be no official SAC or RAC meetings in July and August but workgroups can continue
    • Brenda Hampton discussed the hybrid SAC meeting in Springfield on May 13th. She discussed there were speakers and discussions groups about 4 topics. She discussed that the Vision Statement and Values were finalized and were approved by SAC members.
    • Brenda Hampton discussed that the script for the vendor Powerphone is ready to go and there will be 3 vendors that will do a pre-test and then after that pre-test will begin a pilot.
  • Survey Update and Feedback on Training Plans
    • John Aguilar confirmed that RAC 6 feedback was already submitted to the state.
  • Behavioral Health Crisis Continuum in Illinois Knowledge Innovation Action
    • Brenda Hampton discussed the one-day forum taking place in Chicago, IL (UIC Forum - Halsted and Roosevelt Rd.) on June 11th, 2024.
    • Brenda Hampton stated that attendees can still be submitted for registration and the deadline is 6/4/24
  • RAC 6 Membership Invitation Proposal
    • Discussion was had on this topic and there were several RAC members that voiced not fully understanding the CESSA Law in full and asked how to get more information on understanding this better
    • It was discussed doing a possible "re-set" for the region with members and meeting topics due to not meeting for so long and then having a new chair and co-chair
    • It was decided that the group will stay the same with members for now and nothing will change but it will be re-visited in the future
  • Updates with Hyperlocal Planning Groups
    • Members asked questions on who should start these groups and it was stated that anyone can. Angela Catalano discussed how theirs started at LifeLinks and the process they went through and how things will go moving forward.
    • Joseph King discussed he would be happy to go to any meetings outside of the area to help more with getting hyper-local groups started.
    • Members asked for contact information for all RAC members in Region 6 to reach out to possibly start these hyperlocal groups
    • John Aguilar reiterated the purpose of these Hyperlocal Planning Groups and expressed his commitment to support RAC 6 members by providing assistance with coordinating these groups as needed.
  • May 13th SAC/RAC Hybrid CESSA Meeting in Springfield
    • Angela Catalano spoke about her time at the meeting in person and what was discussed and how beneficial it was.
    • Angela Catalano discussed the topics of the groups and other topics that came up within the SAC members
    • Angela Catalano discussed that the vision statement and values were finalized and voted on and all members agreed with them.
