The meeting was called to order by at Cindy Barbera-Brelle 10:32 a.m.
Roll Call:
- Members Present: Cindy Barbera-Brelle, Michelle Churchey-Mims (Designee for Blanca Campos), Tanya Cooley (Designee for Dave Albert), Pooja Nagpal, Robert Van Bebber, Rachael Ahart
- Members Absent: Emily Miller, Candace Coleman
Motion to approve minutes: Michelle Churchey-Mims motioned to approve minutes from previous meetings Feb. 6, 2024, March 19, 2024, and April 23, 2024 . All members present approved the minutes. Motion carried.
Cindy Barbera-Brelle reviewed the meeting logistics and OMA procedures.
Training Plans (Dr. Terry Solomon):
- We are in the process of scheduling a meeting with the start partners to discuss the training plans for all three program areas on July 2, 2024. Our goal in that meeting is to finalize the core training content for the training plans
- We are in the process of looking at the trainings that need to be done before the pilots. We will talk with the Protocols and Standards committee to talk about how to schedule those trainings. Some of the trainings we are considering recommending include:
- CESSA/988 Emergency Services Behavioral & Mental Health Role & Responsibility
- Call Processing - Special Populations
- Mental and Behavior Health Calls
- Proposed Cross-Training Content
- When the RACs gave their feedback, a theme was to include cross-training
- We reviewed and are recommending the following four topics to be included in cross training
- Overview of CESSA
- Overview of the 988 Suicide and Crisis Lifeline Call Centers
- Roles and responsibilities of law enforcement, EMS and fire
- Roles and responsibilities of 911 telecommunicators, MCRT staff, and 988 LCC staff
- 911 Telecommunicator training plan
- The Statewide 911 administrator will coordinate all the trainings in coordination with the Crisis Hub.
- PSAP vendors will conduct training on the revised protocols.
- There will be synchronous (live) and asynchronous trainings (on-demand).
- 988 LCC training plan
- Vibrant will continue to be the primary trainer for 988 call center staff.
- The Crisis Hub will try to minimize overlap.
- We are looking at how we can work with the Office of Medicaid Innovation to explore how we can offer synchronous and asynchronous trainings.
- 590 MCRT training plan
- DMH and HFS will finalize the core courses and are next meeting on July 2, 2024.
- The goal is for the Crisis Hub to finalize the plans this summer.
- We will continue to offer continuing education units.
- We will continue to work with OMI to explore synchronous and asynchronous trainings.
- Discussion
- Cindy Barbera-Brelle: As we refine the module, the delivery could be modified depending on the needs of each group.
- Michelle Churchey-Mims: I assume that those comments from the RACs would be included in that meeting?
- Dr. Terry Solomon: Yes, and that meeting will shape our responses. Once we have the Frequently Asked Questions, we will share that with the RACs.
Vote on Meeting Frequency & Proposed Meeting Calendar:
- Cindy Barbera-Brelle: We won't meet until the legislation is signed. My recommendation is to continue to approve the same every other week schedule, with a placeholder for those dates pending the Governor's signature, and then cancel if we don't need to meet. The committee could recommend meeting only once a month.
- Opened for discussion. No subcommittee members had comments.
- Motion: Michelle Churchey-Mims motioned that we move forward with the proposed twice a month schedule with the plan to cancel meetings if there is no relevant content, pending Governor's signature on the legislation. Seconded by Rachael Ahart.
- All members present approved the motion. Motion carried.
Announcement: Pooja Nagpal will be resigning from this subcommittee. Cindy Barbera-Brelle and Dr. Terry Solomon thanked her for her contributions and strong advocacy for people with lived experience.
Public Comment: No hands raised.
Adjournment: Cindy Barbera-Brelle adjourned the meeting at 10:50 am.
