• Review and approval of minutes from February 14, 2024

• CESSA Overview - Lee Ann provided the group with a presentation on the origin, goals, and implementation status of CESSA. Pending legislation intends to extend the operational date until July 1, 2025 while planning and implementation activities continue.
• Criminal Justice Block Grant Priorities (Cont. Discussion)
  • Mental Health and Juvenile Justice Program Update
    • NOFO 121 has closed with 33 applications submitted. DMH plans to announce awards in the coming weeks. A list of awardees will be provided to the committee.
  • Outpatient Competency Restoration
    • Scott provided a brief overview of what is being called the "competency crisis" at a national level. DHS has actively worked to decrease stress on the system and state hospital beds by passing legislation directing misdemeanants to outpatient restoration serves and the division is currently working to implement strategies outlined in the Strategic Plan for Inpatient State-Operated Psychiatric Hospital Capacity and Access. Dr. Coleman clarified that although staffing issues continue to impact operations, the resource deserts in rural communities present significant challenges.
    • Scott referenced the Illinois Supreme Court's approval of a Guidance Report highlighting opportunities for courts to improve efficiencies in the competency to stand trial process.
• Future Priorities
  • At the next meeting, the committee will hear about Cook County Courts and Sheriff's Office deflection and diversion programs.
