In most TANF cases the payee for the benefit unit is the caretaker relative. See PM 03-05-00 for the requirements for a caretaker relative. There are no age requirements for a person to be named caretaker relative for a TANF unit. The caretaker relative is called a representative payee when they are not included in the benefit unit.
In certain situations the caretaker relative is not the payee for the TANF case; then a temporary payee (TEMP), representative payee for teen parent (RPT), or protective payee (PPP) is named for the case.
