REJECTION OF INDIVIDUAL SUPPORT BILL CODE BILLING
A recent problem of counting billed hours for several Individual Support bill codes has been resolved. Providers may now check for MOBIUS Remittance Reports or MOBIUS Error Reports. Some billing is now rejecting with the 74 Error Code. Any recent 52O, 52P, 52S, 56U, 57U, 57G, 58U, 58G bill codes that are now be rejected for 74 error code (Prog Exceeds Individual or Combined Bill Code FY Max) which is triggered when the billing for an individual or combination of bill codes exceed the annual authorized maximum. Providers will need to review all previous billing for any affected bill code and make changes to current billing to assure the total hours billed does not exceed annual maximums.
FY 25 CILA RATE CALCULATIONS UPDATE
DDD has successfully matched up all available ICAP information from the ISCs and HRST/HCL data from IntellectAbility with the people in CILA. DDD has also successfully entered the Guidehouse (GH) staffing methodology into the CILA rate calculating system. The initial July 1, 2024, CILA rates have been generated. DDD hopes to be able to release additional details soon.
PUNS ADULT SELECTION FOR FY25
PUNS selection has been finalized and letters will be mailed on Monday July 15th. They will go out to 1,513 individuals, which is a strong number that keeps the Division on reasonable pace. The ISCs have been notified of the individuals they serve in their region that will be getting letters and have been involved in reviewing their information and confirming addresses. Thank you to the DD PUNS unit and ISCs for their teamwork.
SUMMER OF EVV COMPLIANCE
Please help DDD and ACCES$ reach EVV Compliance! We are excited to announce the launch of the Compliance Outreach Initiative, "The Summer of EVV Compliance," a three-month effort in partnership with ACES$ Financial Management Services to improve the use of the Electronic Visit Verification (EVV) system among Personal Support Workers (PSWs). This initiative targets PSWs who are non-users, inconsistent users, or those with excessive shift edits.
ACES$ is sending series of communications, including emails, text messages, and robocalls, to raise awareness about EVV compliance and provide guidance on effective system use.
Please review these communications and ensure accurate EVV usage when entering shift information. ACES$ is offering additional training opportunities. HFS PROVIDER NOTICE DISTRIBUTED 7/8/2024
To: Long Term Care Facilities - Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID), Medically Complex for the Developmentally Disabled Facilities (MC/DD), and Developmental Training Providers
Re: ICF/IID and MC/DD Rate Changes Effective January 1, 2024
This notice informs Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IIDs), Medically Complex for the Developmentally Disabled Facilities (MC/DDs) and associated Developmental Training providers that the Department of Healthcare and Family Services (HFS) has received federal approval to implement the rate increases specified in Public Act 103-0588.
The rate increases are effective as of January 1,2024, and do the following:
- Increases MC/DD exceptional care per diem rates by 6%.
- Any reimbursement increases applied to the base rate to providers licensed under the ID/DD Community Care Act are also applied in an equivalent manner to each tier of exceptional care per diem rates for MC/DDs.
- Further increased the MC/DD exceptional care rate for Tier 3 to $1,000.00.
- Implements a $2.50 per hour wage increase for all direct support personnel and all other frontline personnel who are not subject to the Bureau of Labor Statistics' average wage increases and who work in residential and community day services settings. At least $1.25 of those funds are to be provided as a direct increase to all aide base wages, with the remaining $1.25 to be used flexibly for base wage increases to the rate methodology for aides.
- Implements an increase sufficient to provide wages for all residential non-executive direct care staff, excluding aides, at the federal Bureau of Labor Statistics' average wage.
January 1, 2024, rates have been entered into the State's payment system. The Department will systematically reprice claims that were paid at lower rates. Vouchers for the payment adjustments will be generated and sent to the Comptroller at the end of August. Providers should expect payment of adjustments in late August or early September. All new claims are being priced using the updated rates.

Provider specific per diem rates for ICF/IID and MC/DD providers can be found on the HFS website under Medicaid Reimbursements. In addition to the per diem rates, files are included for day training rates. Following is the link to the specific ICF/IID and MC/DD webpage:

Download Rate Sheets through the Medical Electronic Data Interchange (MEDI):
Individual providers can download rates sheets through the MEDI portal using the following instructions:
- Login to MEDI
- Select Internet Electronic Claims (IEC)
- Select Download File(s)
- Choose the "Entity" from the drop-down box
- Select the file you wish to download from the "Available Files" listed
- Enter a "Local Directory Location" (a folder created on your computer or network) to accept the downloaded file
- Click "Download Files" button
- Go to your designated directory location
- Open the downloaded file (recommended program is WordPad)
Please note that the rate increases, and subsequent payment adjustments include developmental training service rates, as well. The payment adjustments for these services will need to be passed on to the appropriate developmental training agency within 10 days as specified in administrative rule at 89 Ill. Admin. Code 140.646(d).
