Regular to Spenddown

If a Regular case reports a change in income or assets that would cause countable monthly income to exceed the Income Standard, or for AABD Medical for nonexempt assets to exceed the asset limit for the unit, take action to stop medical benefits. Immediately send the client a timely notice of the action and enroll the case in spenddown.

When changing a Regular case to Spenddown, use the new income, and for AABD Medical asset amount, to determine the monthly spenddown for the rest of the enrollment period.

Spenddown to Regular

If a Spenddown case in met or unmet status reports a change in income that reduces countable monthly income to equal to or less than the income standard and there are no excess assets, change the case to Regular. Change the case to Regular effective for the first month that income falls below the income standard.

For AABD Medical, if a Spenddown case in met or unmet status reports a change in assets that reduces nonexempt assets to equal to or less than the asset limit and there is no excess countable income, change the case to Regular. Change the case to Regular effective for the month following the month of change.
