CILA FUNDING REQUESTION PROCESS AND HRST UPDATE
In an effort to streamline the process of enrolling individuals in CILA waiver services and updating HRST and nursing packets, as of Monday 5/20/24, all INITIAL funding requests for CILA will only need the following:
- For those already in the waiver - A 60D form should be submitted.
- For crisis CILA request - A crisis form, psychological, SSN, and Medicaid card should be submitted.
- For PUNs and DCFS packets - A 60D, psychological, SSN, and Medicaid card should be submitted.
After receiving the above documentation, DDD will submit the Pre-Award Letter (PAL) information to IntellectAbility. IntellectAbility will then open the individual file, and the agency will be able to see the person in HRST and complete the nursing packet. Providers will have 60 days to send in a full packet to Regions staff. Please note: DDD is in the process of updating the process for individuals transitioning from SODCs as well.

Individuals with intellectual and developmental disabilities oftentimes have not received the same sexuality education as their typically developing peers. This presentation will discuss some of the "whys" behind dangerous or inappropriate behavior that are sexual in nature. It will also cover ethical considerations and treatment planning for: consent/assent, non-consensual touching, pedophilic behaviors or age confusion, and public masturbation.

DDD will be hosting a training in conjunction with IntellectAbility to review reporting options within the HRST to ensure compliance and quality improvement. Additionally, we will be reviewing the SAMA, which is free to all CILA waiver recipients. The training will be May 28, 2024 from 2pm-3pm.

REMOTE SUPPORTS AND ASSISTIVE TECHNOLOGY PROCESS REMINDERS
In order to ensure proper billing and no delays in payments, here are a few reminders about the requirements and opportunities as it relates to remote supports and assistive technology funding. Information bulletins outline in detail the processes as well.
Please be reminded of the language included in the Remote Support information bulletin dated 10/10/23 (Remote Support IB)
"NOTE: For 24 hour or Host Family CILA providers, there is no reduction in the rate paid to the provider when Remote Supports are implemented. Therefore, the 24 hour CILA provider will cover the ongoing monitoring costs. ICILA customers are authorized to use Remote Support funding for ongoing monitoring."
Agencies serving individuals through 60D funding are not eligible to use Adaptive Equipment / One-Time Funding resources to provide support for individuals when actual staff is not present. Only individuals supported through 61H (ICILA) are able to receive additional funding for Remote Supports when staff is not present. Please refer to the 10/10/23 Remote Support IB (above) or to the Adaptive Equipment, Assistive Technology, Home and Vehicle Modification Request Process IB.
Please be reminded of language included in the Adaptive Equipment, Assistive Technology, Home and Vehicle Modification Request Process IB from 2020 - specifically language stating that:
"All requests require prior approval. This means the request must be submitted, and on file, in the Bureau of Reimbursement and Program Support (BRPS) before the project is started. (DDD will not approve any request which has already had work initiated or completed prior to submission and approval of service.) Prior Approval Criteria can be located on the DHS Website."
"After the work is complete, or the equipment is delivered, the actual supplier or contractor can submit billing though a paper billing or the CILA or Self-Directed Advocate can bill through the ROCS system. Billing for reimbursement of a home or vehicle modification, adaptive equipment, or assistive technology can ONLY be done AFTER the completion of the project or the items are delivered. See vendor event billing form"
CILA agency requests for funding of items to help meet Office of State Fire Marshall (such as Sprinkler systems, Fire alarms, replacement windows etc.) MUST also be requested PRIOR to any work beginning. DDD will deny any request for reimbursement of an item that has already been started or completed prior to an award letter being issued. Funding for such items should be requested with the name of the individual for whom the request is being made listed as "TBD". DDD will issue a preliminary approval letter and at that point, the work can begin. Once the address is licensed and a resident moves in, a new funding request should be submitted (this time with a resident's name listed) and a formal award letter will be prepared.
