What is the new IES login process for Providers?
In the Summer of 2024, ILPartner, an improved Multi-Factor Authentication (MFA) login process will be implemented. ILPartner uses the latest security tools to protect data and reduce unauthorized access. See ILPartner FAQs for more information.
What is Multi-Factor Authentication (MFA)?
Multifactor Authentication (MFA) is a security method that goes beyond relying solely on a username and password for authentication. It requires users to provide two or more verification factors to access a resource, such as an application, or an online account. Here's how it works:
- Username and Password: The first factor is typically something the user knows, like their username and password.
- Additional Factors: MFA adds one or more additional factors to enhance security. These factors fall into different categories:
- Something You Have: This could be a mobile phone, security token, or smart card.
- Something You Are: Biometric data such as fingerprints, facial recognition, or voice patterns.
- Something You Know: A PIN or a one-time passcode (OTP) generated by an app and sent via text message or email.
By combining these factors, MFA significantly reduces the risk of unauthorized access.
The IES External Worker Portal already utilizes MFA, ILPartner is an updated more secure MFA.

How will this change how I log in?
ILPartner requires the user ID to be an email account instead of a self-chosen user ID. Use of an email address as your user ID instead of a self-chosen ID, allows the user to reset or change their password when forgotten or compromised and eliminates the current process of creating multiple user IDs. Providers will be required to use their work email to the user ID to IES. In addition, ILPartner is a 1 email = 1 account security process.
Do I need a mobile phone for ILPartner MFA?
No. ILPartner has several MFA options. See ILPartner FAQs. for more information. For text message MFA, you need to have a text enabled device. There are other options for MFA, (ie. voice call to LAN line or PIN to email address). Go Live date, we will hold Webinars and have a Job Aid to assist you through the new procedures.
How will I know when the new ILPartner will begin?
We are expecting this change to happen Summer of 2024. On the Go Live date all active users in IES will be sent an Account Activation email from the State of Illinois
- Account Activation Email will be sent, including an activation link with instructions on how to complete the ILPartner account creation. This email is valid for 7 days only!
What if I do not receive a verification and/or activation email?
If you believe you are a current and active IES User (have logged into the system within the last 60 days) and you did not receive a validation email, try the following:
- Look for an email from State of Illinois or <ILogin.No-Reply@illinois.gov>.
- Check your Spam or Trash folders for the email.
- Contact your Agency Security Administrator for to confirm your permission and escalate the issue to the state.
What if I don't respond to the activation email within 7 days?
If you miss the activation seven day window and your email verification link or account activation link no longer work, please Contact us.
What MFA methods should I use?
Use the option that you have the required tools for and that you are most comfortable with.
What devices do I need to create an ILPartner account?
Setting up and using an ILPartner account, responding to MFA, and completing ID verification (when requested) sometimes requires a device and or specific applications (also known as apps)to be downloaded to your phone. You must choose 1 option, but we recommend choosing 2 so you have a backup.
How do I set up password recovery?
After you set up your MFA, the ILPartner Welcome page appears. There you can set up Password Recovery. This allows you to reset your password without contacting support.
You must set up at least one of the password recovery methods-either SMS (text) or Voice Call. For instructions, go to Set Up Password Recovery on IL Partner FAQ page.
What if I forgot my password?
During the ILPartner login process, expand the "Need Help?" and click on the "Forgot your password?" link. You will be asked to enter your current email address/Username and select a security option to verify your identity (SMS, Voice Call, or Email). The system will then prompt you for your new password. Once your new password has been accepted, you will perform your MFA method you chose and then you will be able to login.
What if my account is locked?
Locked accounts will automatically unlock after 60 minutes. To unlock your account before 60 minutes, during the ILPartner login process, expand the "Need Help?" and click on the "Unlock account?" link. You will be asked to enter your current email address or username and select a security option to verify your identity (SMS, Voice Call, or Email). Once you have unlocked your account, you may then need to initiate the Forgot Your Password process.
