Effective July 1, 2024, Individual Providers (IPs) shall begin to accrue paid leave. Paid Leave may be used by the IP for any purpose.

Guidance to the IPs

  • Earning PTO
    • Paid leave is earned at the rate of (1) hour for every 40 hours worked.
    • Overtime hours worked do not count towards PTO hours earned. 
    • Hours worked include travel time spent caring from one customer to another. Refer to IP Travel Timesheets page for more details.
    • The maximum PTO earned in one year is 40 hours.
    • Any unused sick time earned before July 01, 2024 will roll over into the IP's PTO balance.
    • New Providers will begin earning PTO effective July 01, 2024 or at the commencement of services, whichever is later.
    • PTO is paid at the straight time rate.
  • Using PTO
  • PTO can be used after 90 days following the commencement of services (anniversary date).
  • We encourage IP to submit their PTO request 7 days in advance. If this is not possible, the IP should provide notice as soon as possible.
  • PTO can only be used in increments of 2, 4, 6, or 8 hours and not to exceed 8 hours in 1 day.
  • PTO time used and current balance will appear on the IP's paystub. Example below
      • YTD HRS:809.18; REG HRS:99.27; OT HRS:20.92; TRVL HRS: 12.00;
      • PTO USED: 02.00; PTO BAL:14.00
    • PTO is to be used/entered by planning in advance. PTO is to be entered with the current payroll or a future date, not in the past.
  • PTO Balances
    • At the end of the calendar year (Dec 31), PTO balances will roll over to the following year and cannot exceed 40 hours cap in a calendar year.
    • PTO is available only when and IP is in active status. When an IP goes inactive, the PTO balance is zeroed out

Frequently Asked Questions (FAQ)

  1. How does an IP Request and Submit PTO?

    • IP completes the Individual Provider PTO request form manually or electronically. 
    • Once form is completed it must be submitted to the customers local HSP office for processing.
    • Forms can be dropped off, mailed, emailed or faxed to the customer field
  2. I lost my paystub, how do I find my PTO hours?
  3. Can I submit a PTO request for a prior pay period?
    • No, PTO is to be requested in advance.
  4. Can the PTO requests be reported on Timesheets?
    • No, the PTO requests cannot be submitted on a Timesheets.
    • PTO requests must be submitted on the PTO request form.
  5. What happens when the IP no longer is working for the customer, but they are still active, can they still submit PTO?
    • No, if the IP is active and does not have any Customers to work for, they can't use the PTO even if they have a balance.
  6. What happens when the IP is no longer working for the customer and they go inactive, can they cash out their PTO?
    • No, they cannot cash out the PTO if the IP goes inactive.
    • They will lose all unused PTO when they become inactive due to non-payment for not working in the last 12 months
    • When they decide to come back and begin working again, they can start to earn PTO for the hours they work for a HSP Customer.
  7. What happens if the customer is at the Hospital and the IP wants to take PTO? 
    • Just as an IP cannot bill for services when the customer is in the Hospital, except where permitted under 89 IL Admin Code 684.60, IP cannot use their PTO if the customer is in Hospital, unless 89 IL Admin Code 684.60 allows.
  8. What happens to the Provider's PTO after a customer dies? 
    • There will not be any impact to IP's PTO balances when a customer dies. 
    • If the IP is active in the system and working for another customer, they can use their PTO balance.
  9. What happens when the Provider wants to take PTO, but the customer does not want to approve the request?
    • CBA Article VI Section 5 - Mediation between Customers and Individual Providers states
      • The parties mutually recognize that the State's best interests are served by maintaining good relations between the Customers and Individual Providers. The State intends, where it deems appropriate, to mediate disputes between Customers and Individual Providers.
  10. What's the Maximum PTO hours that IP can claim per day ?
    1. Just as an IP can work and be paid for 16 hours max in a 24-hour day, IP can use 16 hours of PTO max per 24-hour day.
