The meeting was called to order by Cindy Barbera-Brelle at 10:32 a.m.
Roll Call:

Motion to approve minutes: Michelle Churchey-Mims motioned to approve the minutes from the previous meeting. Robert Van Bebber seconded the motion. Minutes from Jan. 23, 2024 were approved by all members except Emily Miller, who was not present during the vote.
Review of the 590 Mobile Crisis Response Teams Training Plan - Terry Solomon:
- We want to complement and supplement the trainings that agencies currently offer.
- This plan has four instructions areas consisting of 19 required courses and 10 core courses. The core courses must be completed before working independently. 590 providers must provide the core courses unless otherwise indicated.
- We changed the name of Overdose Prevention and Response based on feedback from the previous meeting.
- We changed the language to "individuals with substance use challenges" based on feedback from last time
- Training implementation:
- We will work with the Division of Mental Health to review the training plans of the 590 providers to ensure consistency.
- We will partner with the Division of Substance Use Prevention and Recovery to create relevant training content focused on recovery.
- We will partner with the Office of Medicaid Innovation to gain insights into course delivery platform.
- Agencies participating in the early implementation of CESSA, such as the Pilots, will train staff in the Core Curriculum by the implementation date.
- The Implementation Pilots are local communities and Public Safety Answering Points (PSAPs) across the state that have begun changing their dispatch protocols and dispatch decisions in accordance with the Illinois Interim Risk Level Matrix. They are considered the 'early adopters' of the CESSA systems change process.
- Cindy Barbera-Brelle shared more detail about the pilots:
- We anticipate implementing the pilots across the state in two to four areas that are considered early adapters of the CESSA systems change process.
- The protocols and standards subcommittee have been working with vendors that serve the PSAPs. Most are served by PowerPhone, Priority Dispatch, and APCO.
- The protocols from these vendors have to be approved by the resource hospital that supports the EMS program for that particular coverage area.
- The state is divided into 11 EMS regions. The pilots come from the PSAPs in each region. Experts in each of these regions are planning the pilots, including the PSAP, law enforcement, 590 provider, EMS responder.
- We have a meeting tomorrow with PowerPhone to discuss the protocol changes and we expect the response to be positive. We have two PSAP representatives, Cumberland County and Lee County, so it makes sense that these two PSAPS are among the first two to three pilots that we suggest. These are small and medium, so we need to look for a larger PSAP that uses PowerPhone to be the other pilot.
- We will work with Priority Dispatch once we get PowerPhone protocols kicked off, to ask them to mirror as close as possible, what we have done with PowerPhone. APCO we have had preliminary calls, and after that we will convene independents to look at their protocols.
- PowerPhone might be ready to make the changes by the end of the month. Then we can start to meet with the pilots in March and then really determine what needs to be done at the PSAP level to reconfigure their computer aided dispatch system to implement the new protocols.
- We need the training for telecommunicators on the new protocols, so they understand the new options, such as what it means to send a 590 responder, for example.
Discussion on the 590 Mobile Crisis Response Teams Training Plan:
- Amanda Lake thanked Terry Solomon for making the requested changes from the previous meeting.
- Tanya Cooley said she is comfortable with the changes and likes how it looks right now.
- Michelle Churchey-Mims agrees with the changes
- Shawn Cole commented that the recommendations from this plan will have an impact on how Medicaid certifies or approves MCRT for services, so we want to make sure we understand the implications.
Motion to approve the 590 Mobile Crisis Response Teams Training Plan: Tanya Cooley motioned to approve the 590 Mobile Crisis Response Teams Training Plan. Michelle Churchey-Mims seconded the motion. All members present voted to approved except Emily Miller, who abstained because she was not present during the presentation.
The vote for approval passes for the 590 Mobile Crisis Response Teams Training Plan.
Next steps: All three plans will be presented to the Regional Advisory Committee (RAC) Co-Chairs during the next Co-Chair Consultation and Support Call hosted by the UIC Hub. RAC Co-Chairs will review the plans with the members of their region, and then this subcommittee will review their feedback. Then, then plans will be presented to the Statewide Advisory Committee.
