The Housing is Recovery pilot program was established by 405 ILCS 125/. The program will serve people with serious mental illness who are at high risk of unnecessary institutionalization and people with substance use disorders who are at high risk of overdose. The program will serve individuals who meet these criteria who are at risk of institutionalization or death due to homelessness, lack of access to recovery support services, and repeated cycles of hospitalization or justice system involvement. The program will enable affordable housing using a bridge rental subsidy combined with access to recovery support services or treatment.
