Call to Order/Roll Call:

State Updates (Lee Ann Reinert):

  • We just had the face-to-face SAC meeting with the RACs
  • We expect the revisions to the CESSA legislation to be approved, including the extension of the deadline to July 1, 2025. That does impact our ability to hold meetings with appointed members so we will follow the legislation process closely. Work groups can continue their work in the meantime.

Behavioral Health Crisis Continuum Forum (Cindy Barbera-Brelle):

  • The invitations and registration were resent today. The link has been going to spam so reach out to the Crisis Hub if you didn't get it but you think you should have.
  • Drew Hansen and Jessica Gimeno confirmed they received the link.
  • Because of the 200-seat limit, we have invited SAC, RAC co-chairs, expert consulting group, state leaders, legislators, and people identified by the regions as those involved in the hyper-local planning. If we don't reach 200 registrants, we may expand the list.
  • The event will feature nationally recognized as well as local speakers so we hope you can join us for an inspiring day.

Update on Work with Protocol Vendors (Cindy Barbera-Brelle):

  • PowerPhone
    • We are almost ready to do the pre-tests with PowerPhone. We need pre-tests to make sure we can install the protocols at those 3 PSAPs, so that they have a chance to run it through its paces and identify any issues that may present themselves.
    • Then if they identify some issues, we'll go back to the to PowerPhone and get those corrected, and then we'll run the paces again to make sure that the corrections were made.
    • If there were no issues identified, then our next step will be the RAC Pilots. Each RAC has identified pilot PSAPs for PowerPhone that will again run it through its paces.
    • We're still working on the process for approval from the Resources Hospital. At what point do we need to go to the Resource Hospital and get the approval from the medical director to say, yes, these protocols are okay?
      • We probably need to have further conversation with Cumberland, Lee, and Cicero on their relationship with their medical doctor at their Resource hospital.
      • We need to determine if Shelley at Lee County can go ahead and kick the tires on this without getting formal approval, or does she need an informal approval or a formal approval to proceed with the pre-test.
      • If the resource doctor says, "I need to look at this before you can do pre- testing," then we'll do that in all cases so we're consistent. If he says, "I don't have any issues with you guys running it through, let me know what kind of problems you have, and if everything goes smoothly, then I think we formalize the process before we do the other pilot at the RAC level" then we'll do that.
  • Priority Dispatch
    • We did meet with them the first part of May and we're determining what the next steps are with them. We need to schedule that next call.
  • APCO
    • We did have a second meeting with APCO.
    • APCO is very similar in the structure of how their protocols work to PowerPhone, so the next step is to pull out the dozen or so PowerPhone protocols that we already identified and worked with and added some questions to and tied to the Interim Risk Level Matrix.
    • We're going to be doing the same thing with the APCO protocols on our own first as a workgroup, with a couple of PSAPs that are APCO specific involved in the process.
    • Once we feel like we have everything in order, then we'll turn around and get back with APCO to discuss what do they need to do on their end to get it ready so that we can first pretest, and then have all of the RAC APCO PSAP pilots participate in the next phase.
  • Independents
    • Evanston and Mundelein are in the process of developing their pilots.
    • Independent means the PSAPs, like Evanston and Mundelein, work directly with their Resource Hospital to develop their protocols under the hospital umbrella, so they are independently prepared rather than with any of the vendors.
    • I spoke with Sam Johnson at our meeting on Monday. I asked him to invite me to their call, and I'm going to ask him to invite Dr. Smith as well, so that we can be part of that conversation.
    • We've certainly got a lot of experience now working with the protocols, so we'd like to bring our knowledge to that conversation.

      • Finalize vendor protocol changes
      • Develop evaluation plan to pre-test protocol changes
      • Use pre-test group to test protocol changes
      • Make any necessary adjustments to the protocols
    • Operational Protocols and Protocol Approvals
      • Preview protocol changes with EMS MDs
      • Finalize PSAP level dispatch decision and seek approval from EMS MDs
        • Each PSAP's dispatch decisions will be based on the resources that they locally have available
      • Finalize call transfer protocols
      • Finalize data/collection and evaluation plan for pilots
      • Remember that each PSAP will
    • Training and Education
      • Vendors develop trainings on changes for IDPH for certification as required CMEs trainings, then execute trainings for 911
      • Develop trainings on all call transfer protocols and data collection plans, then execute trainings for 911, 988, MCRT
      • Conduct MCRT trainings
  • Subcommittee member discussion:
    • Question from Shelley Dallas: As a member of this committee and also with Lee County being identified as a Pre tester for PowerPhone, would this committee recommend for me to start a preliminary conversation with our medical provider to see what they're looking at as far as approving the protocol? Or is that something IDPH wants to spearhead?
    • Response from Cindy Barbera-Brelle: I think it may be best coming from the local like you, Shelley. Is that what you do anyway? Are you going directly to the EMS MD or are you getting IDPH involved?
    • Response from Shelley Dallas: Well, it may be different. We have good working relationship with our provider, OSF, and the individual that we work with. We have been using PowerPhone for a number of years, and historically, that's the only thing we've used since enhanced 911 one in our county. We haven't had a lot of changes or modifications to the protocols other than PowerPhone was approved. We work with him to get our recertification of the PSAP as a whole, and then our EMD call takers as well. I would be happy to spearhead a conversation with OSF for PowerPhone users and see what all they would expect from us, or if they have avenues they want us to take in order to get this approved and keep the ball rolling.
    • Shelley and Cindy agreed that Shelley would reach out to OSF.
