Action Memo
This Action Memo obsoletes Action Memo Pause of VTTC Cash and State Food EDGs at Certification.
This Action Memo provides clarification for Policy Memo Victims of Trafficking, Torture or Other Serious Crimes (VTTC) - Processing Now Available in IES, dated 04/22/2024.
Summary
Effective 06/25/2024, processing VTTC Cash and State Food EDGs is resumed.
Only designated staff will be certifying approvals for VTTC Cash and State Food EDGs based on date received order.
FCRCs should continue accepting all applications, conducting interviews as required, issuing Verification Checklists (VCLs), and processing Medical EDGs and federally funded Cash (AABD, TANF, RRP) and SNAP EDGs.
FCRCs should deny VTTC EDGs that do not meet eligibility factors, failed VCLs, or missed interviews.
This change does not affect Medical programs.

VTTC EDG Approvals
Designated staff only will certify approved EDGs for VTTC cash and State Food in order of date received.
FCRC Action
FCRC responsibilities include:
- Accepting all applications, conducting interviews as required, issuing Verifications Checklists (VCLs);
- Processing Medical EDGs and federally funded Cash (AABD, TANF, RRP) and SNAP EDGs; and
- Denying VTTC EDGs that do not meet eligibility factors, failed VCLs, or missed interviews.
This change does not affect Medical Programs.
