Medication-Assisted Recovery Mobile Health Units (MMHU)
Funding is available for Medication-Assisted Recovery Mobile Health Units (MMHU). MMHU funding will increase access to medication-assisted recovery and supportive transitional services for individuals with opioid use disorder (OUD) and other substance use disorders (SUDs) who are considered at high risk for overdose and medical complications due to barriers to health care access. This population includes those experiencing homelessness or housing insecurity, at risk of overdosing, medical complications, wound care needs, incarceration, those in geographically hard to reach communities, and those with significant social determinants of health barriers to accessing services. Services will be delivered via mobile health units in the communities where the intended recipients live.
A total of $15,000,000 is available to be awarded for Medication Assisted Recovery Mobile Health Units (MMHU) over a period of 3 years to up to seven organizations. Applicants may apply for up to $700,000 per period of performance. Funding period 1 will span October 1, 2024-June 30, 2025, and funding period 2 will span July 1, 2025 - June 30, 2026. The deadline to apply for the grants is June 28, 2024, at 3:00 p.m. CST.
Organizations in Illinois directly licensed as opioid treatment programs (OTPs) are invited to apply. OTPs may apply independently, in partnership with a licensed opioid treatment program, or in collaboration with community programs, including harm reduction organizations, medical providers, and community treatment providers.
The Illinois Department of Human Services Division of Substance Use Prevention and Recovery (IDHS/SUPR) has selected a Regional Care Coordination Agency (RCCA) to administer the grants equitably across the state's seven public health regions. The source of the funding is Illinois' share of the multistate opioid settlement agreements secured by the office of Attorney General Kwame Raoul.
The RCCA, which is operated by Advocates for Human Potential, Inc. (AHP), has posted the Notice of Funding Opportunity (NOFO) on theIllinois RCCA website on the Funding Opportunities page. Applications must be prepared and submitted using the online portal on the RCCA website. Interested applicants are encouraged to begin the process as soon as possible to ensure sufficient time to complete pre-qualification and pre-award requirements.
Continued funding is subject to appropriations and release of funds by the Illinois Department of Human Services. AHP is responsible for issuing and monitoring subawards. AHP must issue awards based on AHP's contracting periods with the State of Illinois. Funding periods for a notice of award (NOA) follow the State Fiscal Year (SFY).
