I. Welcome

- Brief welcome and meeting housekeeping

II. Ground Rules and Expectations

  • Quick review of meeting norms
  • Approval of April Minutes; motioned by Tracy Cooper, Amanda Albright second. All in favor, no opposed.

III. Cost Modeling Discussion

  • The aim today is to demystify the cost model for early intervention.
  • Afton Partners reviewed parameters of cost models and what they can and cannot do
  • The Partners reviewed and solicited additional input on draft recommendations
  • Key points included:
    • Considering how we define the labor market
    • Accounting for percent of work that is non billable
    • Explaining the compensation floor (a minimum rates that is high enough to live on)
    • Building in flexibility in case variables change over time
    • Expanding on what 'increased services provided means' - more people into the field, more services being provided. Consider rewording as a reduction in waitlist and delays or linking it to the goal of serving underserved communities.
    • Remembering that the cost model is based off working "40 hours per week" which includes billable and non-billable time.
    • Finding no data to support a major difference in costs across the state so no recommendations for variable rates by region
