Pause of VTTC Cash and State Food EDGs at Certification

Action Memo

Summary

Effective 04/09/2024, due to lack of state appropriations, new approvals for Cash and State Food under the Victims of Trafficking, Torture or Other Serious Crimes (VTTC), are paused until further notice.

Redeterminations continue to be processed with the exception of VTTC Cash and State Food approvals.

This change does not affect Medical programs.


Family Community Resource Centers (FCRCs) should continue accepting all applications for assistance, conducting interviews as required, and issuing Verification Checklists (VCLs).  

Beginning 04/09/2024, when processing applications that include VTTC Cash and/or State Food EDGs, only medical and federally funded Cash and SNAP EDGs should be approved. Federally funded programs include AABD Cash, TANF, RRP, and SNAP.

All Medical EDGs, including VTTC/AATV should be approved using normal processing timeframes.

All VTTC EDGs that have not met eligibility factors, failed VCLs, or missed interviews should be denied.

For redeterminations that include continued eligibility for VTTC Cash and/or State Food, only the medical EDG(s) should be certified when approved. The VTTC Cash and/or State Food EDGs should not be certified at this time.

For redeterminations that include VTTC Cash and/or State Food EDGs where eligibility no longer exists, FCRCs should process the redetermination and generate the IL444-360C Notice of Decision, notifying the individual(s) of the denial.
