    1. Motion to approve by Loren Simmons. Seconded by Ireta Gasner
  4. Recommendations for DHS on Transgender Non-Binary Health Equity Program
    1. Clare Fisher summarized the recommendation received by the committee and asked for any additional recommendations to be sent via email.
  5. Discussion: Smaller CBO Participation in Medicaid Billing for Mental Health and Substance Abuse Services with Lizzie Kepler, Associate Director, Medicaid Technical Assistance Center (MTAC). (MTAC is a partnership between HFS and the University of Illinois.)
    1. MTAC team provided an overview of their work on provider training, learning collaboratives, web-based resources, network adequacy reports, and outreach & engagement to community healthcare providers.
    2. MTAC also discussed their opportunities for stakeholder collaboration.
    3. Ireta Gasner: This is great information.
    4. Loren Simmons: I also appreciate this information.
    5. Dan Lustig: Value-based contracting is a really critical topic, especially in the substance abuse field. Training on bias and equity issues is the most critical in this arena
    6. Ireta Gasner: The question of where medical process and billing ends and when the focus on equity and bias begins - there is a gray area. There is a lot of work happening across state departments and I appreciate that MTAC is trying to be a repository of accessible information for HFS, but this could be helpful for other state agencies too
    7. Ireta Gasner: Are you liaising with DHS at all?
      1. Lizzie Kepler: I am in some groups that involve inter-agency collaboration. For example, 988 and CARES line, 1115 waiver
    8. Ireta Gasner: How are you approaching maternal health providers?
      1. Lizzie Kepler: Trying to demystify the Medicaid program - what it is, what services are provided, Medicaid set up step
    9. Tony Woods: My organization's case workers are being trained as doulas, trying to have a more public health approach. Cultural competence is key to administering these services.
