Call to Order/Roll Call:

  • Meeting called to order by Cindy Barbera-Brelle at 2:32pm (via Zoom)
  • Bobby Van Bebber motioned for approval of 3/21/2024 meeting minutes, seconded by Shelley Dallas
  • Members Present: Rachel Ahart (present and approved), Blanca Campos (present and approved), Candace Coleman (designee Jessica Gimeno) (present and approved), Cindy Barbera-Brelle (present and approved), Lee Ann Reinert (designee Christina Smith)(present and approved), Shelley Dallas (present and approved), Rick Manthy (present and approved).   • Members not present: Brent Reynolds, Drew Hansen

State Updates (Dr. Lorrie Jones):

  • There's not a lot to say about the legislation, but there is a lot of work behind the scenes. One of the bills has been passed through to the other chamber, so we're just waiting to see how it all plays out.
    • A lot of well-intentioned people trying to find common ground to resolve some of the outstanding issues we have with regard to the statute and requirements.
  • The Behavioral Health Crisis Hub will be hosting a one-day forum on June 11, 2024 in Chicago at the UIC Forum. We're very pleased about the speakers we've been able to agree to join us from around the country.
    • We have engaged the RAC co-chairs to get input from them. As a result of their input, we altered the program a bit and added breakout teams to focus specifically in areas that are of significant interest to them. We will be inviting SAC members, expert consultants, and RAC co-chairs. We've asked co-chairs to solicit people in their region that they think would benefit from the time and exposure to both the national and local experts.
  • Reminder of SAC meeting on Monday. Joint SAC/RAC meeting in persin on May 13.
    • We are looking to address challenges RACs are having with implementation and kind of preview what we think a new organizational structure will look like as we move closer toward launching the pilots and full implementation.
    • Cindy Barbera-Brelle: That meeting will be in Springfield.

Update on Work with Protocol Vendors (Cindy Barbera-Brelle):

  • PowerPhone
    • Cindy Barbera-Brelle reached out to PowerPhone today. They've been working on an Illinois specific protocol based on the work we did with them and our vendor workgroup, including Shelley Dallas and MJ. We're waiting on them to get back to us so we can kick off a couple of pilots, Cumberland County and Lee County. There may be two others, but we haven't determined that yet.
  • Priority Dispatch
    • Had a meeting with Priority Dispatch last month, we have scheduled an in-person workshop with them May 1st. We'll all be meeting in Bloomington to make the changes that are needed.
  • APCO
    • Had a meeting with APCO a few weeks ago. They assigned us a project manager and have a call scheduled for the for the 17th.
  • Independents
    • We have half a dozen PSAPs identified as independents, that have hospital written protocols. They are all different, depending on the hospital. We wanted to have an initial meeting with them to get a better understanding of what their process is and getting them to share their protocols.
    • Shelley Dallas: RAC 1 will be meeting April 12th. They've asked for an update on what's happening with the protocols. I wasn't going to go into detail on what we've done with PowerPhone. But I'm assuming it's okay for the information to be released? But to give an example, maybe, of one of the protocols we worked on and say this is what we're looking at. Is that alright?
  • Cindy Barbera-Brelle: Yes, that's alright.
  • Rick Manthy: Do we know which regions will be doing pilot programs?
    • Cindy Barbera-Brelle: They all will be eventually. We'll be identifying a couple of PSAPs across the state to do each of the three. With the independents, because they are so unique, we may have them go live with their individual ones. We haven't identified APCO, one volunteer. Priority Dispatch, we have four volunteers. They are across the state, in rural and urban areas, etc.
