  • Welcome/Call to Order/Roll Call
    • Meeting called to order at 11:02 am by Co-Chair Sam Johnson
    • Attendees:

  • Approval of Minutes
    • No comment/corrections to the 02/08/2024 meeting minutes.
    • Motion to approve minutes by Member Emily Mysel, second by Member Jeremy Gaughan. 10 ayes, February 8, 2024, minutes approved.
  • State Updates
    • Two legislative revisions merged into one house bill #5377. This bill is to extend the date of CESSA to July 11, 2025, and to change that the chair of the regional committees can be someone other than the EMS Directors.
    • Joint SAC/RAC meeting face to face in Springfield on May 13th. Anyone can attend as a member of the public. There will also be a WebEx link to attend virtually. Location in Springfield has not been selected yet.
    • The workgroup for protocols for PowerPhone has sent in their recommendations. We have not heard back from PowerPhone yet. Meeting with Priority Dispatch next week and the smaller PSAP software providers in April.
  • Review of Training Plans
    • If you haven't already, please make sure to review the training plans Sam sent out and to complete the survey. There are three lists: 911, 988, and Mobile Response Teams.
    • Sam will send the RAC 10 survey results to the SAC.
    • Sam will compile the survey results and we will review them at the April meeting.
  • Mundelein and Gurnee Pilots
    • Fire chiefs seem fine with the answers to their liability questions.
    • For Gurnee, current protocols in place have fire dispatched for all medical emergencies. If they remove fire being dispatched, then it creates two different responses and human error could occur. This stalls us moving forward with the pilot.
    • Member Alicia Atkinson from the Red Center stated that if there is a medical health concern, fire/EMS will be dispatched. If fire/EMS is not needed, then they do not need to be dispatched.
    • Member Chris Voss stated that current protocols have police respond first and if there is a medical issue, fire/EMS gets called. If it's a mental health call, its simply a transfer to 988. There is variance in internal policy for how long dispatchers have to dispatch, Evanston currently has 1.5 minutes to ask questions. Could just change the greeting for 911 to say do you need police, fire, or mental health assistance. If they say mental health, then we can transfer the call to 988. Member Gaughan to bring this back to Gurnee. Asantewaa also really like this idea and will be bringing this to the meetings with the PSAP software companies.
  • Questions from the Committee
    • Co-chair Ben Feinzimer would like to create a flyer or card to have contact information to pass out to hospitals, police and fire stations. People do not know who to call for those who need mental health assistance. Turning Point has a card that they will send. Member Nancy Vaccaro has a card as well that she will send. Co-chair Sam Johnson has some magnets with the Lake County Crisis program contact information on it going to Co-Chair Feinzimer too.
  • Next Meeting Date
    • Next meeting will be April 11th, 2024, at 9:00-10:30 am via Zoom.
  • Open for Public Comment
    • Matt Fishback - Asked about when our pilots might begin? Will County plan to start their pilot at the end of the second quarter or the beginning of the third quarter. RAC 10 currently has no timeframe for beginning the pilot.
