REPORTING OF COMMUNITY SERVICES (ROCS) UPDATES

DDD wanted to provide updates on the ongoing ROCS payment issues facing Community Day Services (CDS) providers.

New ROCS/Day Programming Regionalization Update

DDD and the Department of Innovation and Technology (DoIT) continue to work closely together to finalize the updated version of ROCS to include the Chicago Metro Region day programming rates. This will allow providers in Chicago, suburban Cook, DuPage, Lake, Kane, McHenry, and Will counties to bill for their day programs (CDS and Supported Employment Program (SEP)) at the correct rates.

At this time, DDD can confirm that the previously-communicated date of March 15, 2024 for the release of the new version of ROCS will not be met. There is a plan to begin testing the updated ROCS this week and next week to ensure that the updated ROCS and the new rates are working correctly. If the testing goes as planned, the release of ROCS 6.15 will occur Tuesday, March 26th.

As a reminder, Chicago Metro Region providers, who are unable to wait to bill until March 26, 2024, are able to bill now at the Statewide CDS rate, however they will have to rebill, after March 26th, in order to receive the difference between the Chicago Metro Region rate and the Statewide rate. At this time, when using the current version of ROCS, all providers should use Tier 1 as the Rate Tier to be specified in ROCS. New edits have been placed in the Community Reimbursement System (CRS) which processes the billing to only allow Tier 1 for the CDS, SEP, and Additional Staff Support bill codes until ROCS 6.15 is released and being used.

CDS Payment Delays

Last week, DDD noted an issue impacting CDS billings that led to January and February CDS payments not being issued. As was shared last week, the issue has been identified and resolved. This means, providers billing for CDS at the statewide rate specified in ROCS as Tier 1 will have their vouchers processed to the Illinois Office of the Comptroller (IOC). Additionally, all vouchers that have not been processed, to date, were processed on Friday and should show up on the IOC's website this week for those missing payments.

CDS Incorrect Payments

This week, DDD was made aware of a number of CDS payments being paid at the incorrect Chicago Metro Region rate. For those vouchers that reflected the higher, incorrect rate, you will see a recoupment of the additional funds that were paid out in next week's remittance report. As was shared above, all providers billing CDS, SEP, and Additional Staff Support bill codes should specify Tier 1 when billing using the current version of ROCS.

DDD apologizes for the ongoing delays and issues with payments and will continue to communicate updates moving forward.
