PM 03-01-04-c: Health Benefits for Immigrant Adults (HBIA)

WAG 03-01-04-c 

Noncitizens between the ages of 42 through 64 years old, who are not eligible for Federal Medicaid, and are not eligible for AATV/VTTC may be eligible for State funded health benefits through HBIA.

Individuals may obtain backdated medical coverage for up to three months prior to the month of application unless the individual does not meet all eligibility requirements for one or more backdated months.

Note: NEW Enrollments in the Health Benefits for Immigrant Adults (HBIA) program were paused for any applications dated AFTER July 1, 2023.
