b. Approval of minutes; motion to accept by Rob Derry; seconded by Monica Patrick and Tracy Cooper; all in favor; none opposed

III. Cost Modeling Update

a. Workgroup reviewed the themes identified during the January meeting; Afton Partners followed up on some of the questions that arose during that meeting; they shared information about the number of providers entering and exiting the system and which disciplines have seen the greatest decline

b. Family focus group findings were shared; focus group participants were generally representative of families in the EI system; greater response from families living in Collar counties; families shared the challenges they are experiencing as well as what they prefer

c. Initial cost survey data was shared; received over 700 responses; good representation across disciplines, years of experience, and CFCs; the top five rated payment reform options were shared as well as information about the changes believed to produce the most and least positive impact on children and families

d. Two potential payment reform solutions were discussed; pros/cons of an employment structure that is primarily contractors versus salaried employees and a differentiated rate structure
