COMMUNITY DAY SERVICES (CDS) PAYMENT DELAY
The Division of Developmental Disabilities (DDD) has been made aware that provider vouchers are not appearing at the Illinois Office of the Comptroller (IOC) and, by not reaching the IOC, some payments are not being disbursed to providers. Primarily this disruption is impacting CDS (31C and 31U) billing along with a few other bill codes. DDD has initiated immediate action with the Department of Innovation and Technology (DoIT) and other state entities to identify and resolve the problem. At this time, the problem has been identified and DoIT with other state entities are working to resolve it as quickly as possible. As soon as the fix is in place, DoIT will rerun all vouchers which have not reached the IOC to get payments processed as soon as possible. Providers will NOT have to rebill for any missing payment. DDD apologizes for any inconvenience these payment delays are causing for our providers and will communicate updates soon.
UPDATE ON DDD SITE ID NUMBERS
As a follow-up to a previous DDD Communication (February 2, 2024 ROCS/Billing Update), this week DDD sent a mailing to all residential, CDS, and Supported Employment Program (SEP) providers. The mailing contains a detailed cover memo and list of all the residential, CDS, and SEP sites DDD has identified as being operated by each provider. DDD requests each provider in receipt of this mailing take time to carefully review the list of addresses and site IDs thoroughly. It will be vital for providers to follow-up with DDD should any site operated by a provider not be included on the list provided to ensure the provider can bill for services provided at that site.
As soon as the new version of ROCS is released, new edits in the payment systems will be put into production requiring DD Site IDs for a number of new bill codes. Providers not uploading the new version of ROCS and/or not identifying correct DD Site IDs for impacted bill codes will have their billing rejected. DDD cannot emphasize enough the importance for every provider to assure they have DD Site IDs for every residential, CDS, and SEP site they operate and, when available, to upload the new version of ROCS. DoIT will be issuing instructions for 3rd Party ROCS Users as soon as possible.
REMINDER: HELP IS AVAILABLE FOR MEDICAID ELIGIBILITY ISSUES
DDD wanted to remind providers, individuals, and families that are in Waiver services or are on the PUNS list awaiting access to Waiver services, Office 238 is a central processing unit for DDD Medicaid eligibility issues through the Illinois Department of Human Services (IDHS) Division of Family and Community Services (FCS). Office 238 is available as issues arise with initial Medicaid eligibility determinations and Medicaid redeterminations. The email address is DHS.FCS.DDWaiver@Illinois.gov
MEDICAID ASSET LIMITS REMINDER
DDD wanted to make stakeholders aware that, last spring, the asset limit aka customer resource for Aid to the Aged, Blind and Disabled (AABD) medical cases increased for Medicaid eligibility. Additionally, the resource test resumed now with the conclusion of the Public Health Emergency (PHE). The updated resource limit amount changed from $2,000 for an individual and $3,000 for a couple to $17,500 for both individuals and couples for medical cases eligible under AABD medical program. The $17,500 resource limit amount applies to each household, regardless of the number of persons in the household. Supplemental Nutrition Assistance Program (SNAP) asset limits only apply to those who are categorically eligible. The Department of Healthcare and Family Services (HFS) issued a notice to all Medicaid Providers last May, which can be found here: Provider Notice issued 05/19/2023 (illinois.gov).

In the February 21, 2024, DDD Communication, information was provided about an upcoming training on available crisis resources scheduled for March 7, 2024. Unfortunately, this training has been canceled and will be rescheduled for a future date. Please monitor future DDD Communications to be alerted to the new date and time.
When Is It Dementia? Determining Normal Aging vs. Disease in Seniors With ID/DD
By 2030 more than 1.4 million people with an intellectual and/or developmental disability will be over the age of 65. Many will have age-related challenges like forgetfulness, slower processing, and difficulty with movement. How can clinicians and professionals determine if these issues are related to dementia or normal aging? Take part in this webinar to identify the signs and symptoms of dementia in persons with intellectual and/or developmental disabilities. The webinar will review how normal aging looks different than aging with dementia in a neuro-divergent population. Attendees will hear about risk factors for dementia. Instructors will also review the common screening tools available to identify dementia in individuals with ID/DD.

Provider Workgroup
The Illinois Task Force on Employment and Economic Opportunity for Persons with Disabilities (EEOPD) operates several workgroups focused on a variety of topics, efforts, and perspectives. EEOPD Workgroups serve to provide the EEOPD Task Force with ideas, recommendations, and suggestions geared toward removing barriers to Competitive Integrated Employment for persons with disabilities. While participation in EEOPD Workgroups is differentiated from the membership of the full EEOPD Task Force in that Workgroup participation does not require formal appointment, each Workgroup member is expected to contribute, collaborate, and engage in project related efforts. The Workgroups are best constructed with individuals who hold a deep level of understanding of systems which either enhance or challenge the independence of persons with disabilities (economic and otherwise). The Co-Chairs of the EEOPD Provider Workgroup invite interested stakeholders to self-report interest in participation. Provider Workgroup members must be able to contribute at least 4 hours a month. If you are interested in being considered for membership participation in the Provider Workgroup, please email a brief statement of interest to Co-Chairs Kathy Carmody and Casey Burke . Statements must be received by EOB 3/15/24 and include: 1) full name, 2) email address, 3) phone number, 4) affiliation, 5) general declaration of experience, and 6) specific area of expertise or interest.
