  • Welcome
    • Matthew Jordan Called to Order: 2:05pm
  • Roll Call- Brenda Perez
    • Present: Matthew Jordan, Grace Hong Duffin, Candace Gunby, Dalila Alegria, Amanda Teachout, Leonetta Rizzi, Karen Bush, Anthony Rigano, Matthew Mannino, Frances L. Baker, Bernadette May, Daphne Sandouka, Christiane Harding, Jason Kern.
  • Open Meetings Act
  • Approval of the December minutes
    • Motion to approve: Jason Kern, Dalila Alegria seconded.
  • State Updates
    • Have asked each region to work with PowerPhone PSAPs to work on implementation.
    • Ask that PSAPs that use other vendors begin conversations to be ready for when change comes.
    • Work group (mainly clinicians, lived experience) put together to over scripts/protocol to build in mental health crises questions.
    • Cindy (State 911 Coordinator) announced a grant for dispatch centers to upgrade to a system integrated with computer aided dispatch.
    • 988/911 interaction conversations are still happening. Legislation states that 988 will reach out to providers.
  • Update on Tier 1 Project Plan
    • Elgin PD is looking for integration. Dispatchers would prefer a direct recommendation. Some calls are transferred straight to MCR. Officers are doing a great job of using 988 as a resource when on a Tier 1 or Tier 2 call.
      • Discussed creating a CAD event type to help track the number of calls we receive.
      • Police are required by the State to report every mental health call they respond to into NIBRS (National Incident Based Reporting System). Tracks level of response. Could serve as another data set.
        • Police are dispatched to most calls as a common practice (EMS/Fire calls).
    • Priority Dispatch will be the next vendor the State moves to work on.
  • Next Meeting Date: February 19th, 2024
    • Lands on President's Day, will send out a poll to the committee to reschedule.
  • Public Comment
    • Workgroup put together by Chief BH Officer, Lore Baker was appointed. Laying groundwork and having discussions to work towards a comprehensive action plan in accordance with what's required and the strengthening & transforming BH Crisis Care in IL Act.
    • Bobby Van Beaver put together a work group with most of the Medical Directors from the State. Peter Eckert gave a presentation on CESSA. Big discussion on more dissemination of the knowledge and more transparency with how this will play out.
