The meeting was called to order by Brent Reynolds at 2:06 pm.

Brent Reynolds reviewed procedures around the Open Meetings Act and meeting logistics.

Motion to approve previous meeting minutes from Lee Ann Reinert, seconded by Cindy Barbera-Brelle. Brent Reynolds, Lee Ann Reinert, and Cindy Barbera-Brelle voted yes to approve. Jim Kaitschuk abstained.

State updates: Lee Ann Reinert

  • DMH is continuing to work through potential revisions to the CESSA Act with Access Living who were the main constituents behind the original legislation. A bill has already been filed with the LRB to propose extending the CESSA deadline to July 1, 2025.
  • DMH is working through approval processes to fund some of the technology requirements. We have tentative approval from our grant management specialist for using some of 988 improvement program money from SAMHSA to build out the technology we know we need for interoperability of systems.

Updates to and from other bodies: Pete Eckart

  • SAC In-person meeting is Feb. 13, 2024.
  • RAC pilots/ Technical subcommittees/ Vendor subcommittees
    • A workgroup has been working with PowerPhone going over the protocols and coming up with additional questions that relate back to IRLM to help identify individuals with behavioral health or mental health crises to hopefully lead to a different disposition for mental health response.
    • These groups will eventually spin off more work for us but not yet. More to come in the future so this will be a standing agenda topic.

Planning and updates on subcommittee deliverables: Pete Eckert

  • Hub staff revised the deliverables chart to make it easier for project management because some of these tasks were combined with funding. We feel this is a clearer way to lay out the work of this subcommittee.
  • Whether or not the deadline is extended, we will complete these deliverables by July 1, 2024. We know that regardless of the extension there will be additional work to do after July 1, 2024, related to data and technology to implement CESSA.
  • Jim Kaitschuk question: Who else is involved in conversations with DMH and Access Living? What's the process for the proposed legislation?
    • Lee Ann Reinert: Anytime that legislative revisions are proposed, it's led by the DHS legislative office. One of the next steps is meeting with the mother of Stephon Edward Watts. There will be opportunities to review it as a bill.
  • Sample reports:
    • As a subcommittee, we agreed to focus on the first two reports. Last meeting, the CESSA Crisis Continuum Service Report was presented, and members gave feedback so that report is essentially done.
    • This meeting we will focus on the Administrative Report. The audience for this report is DMH and their constituents to see how CESSA administration is going.
  • Feedback on Administrative Report page 1 - Summaries:
    • Lee Ann Reinert: I worry about the potential for something to be missed or be in conflict with information that published somewhere, it seems confusing. I think this report should just include a link to the information that's already published by DMH.
    • Pete Eckart: We can include a link and think about where this will be published.
    • Brent Reynolds: I like the idea of the link on the front page.
  • Feedback on Administrative Report page 2 - Counts:
    • Brent Reynolds: I recommend breaking out subcommittee members, voting members, and the public in meeting attendance.
    • Pete Eckart: This is a monthly report so the counts are not duplicated.
    • Pete Eckart: Typically, the reason you would count the meetings and attendance is to demonstrate commitment or engagement. There is no place where the data is collected as a whole. You need this kind of data to evaluate the system as a whole.
    • Lee Ann Reinert: if we collect this data, I think the place for it is really the CESSA quarterly reports for the General Assembly which are published on our website. I don't know that this is worth the administrative burden.
    • Pete Eckart: Do we want to remove this report?
    • Lee Ann Reinert: I don't want to remove the whole report, just the top table. We don't currently count the bottom two tables so those should stay.
  • Feedback on Administrative Report page 3 - Communications:
    • Pete Eckart: I don't love this one because we don't have a communication plan in place for CESSA so I don't know what that would look like. We'd want reporting structure based on whatever communication plan that gets developed.
    • Brent Reynolds: Would this be better coming out in the minutes?
    • Lee Ann Reinert: I think what I'd like to do is ask communications director at DMH to see what she recommends for reporting about communications. Pete agreed to have a follow up discussion with Sally Huffer and Lee Ann Reinart.
