  1. Question: Can you confirm the order of the documents to be submitted in the application packet? The instructions give two different orders and one of them includes a Contact Information Form and the other does not.
  2. Question: Is a Contact Information Form required?
    • Answer: A Contact form is not a part of the application packet. Successful grantees will be sent a contact form to complete prior to issuance of the grant award.
  3. Question: Is the Executive Summary a separate 2-page document or is it included in the 16-page narrative document?
    • Answer: The executive summary is a part of the proposal narrative content and attachments and counts as part of the 16 page narrative maximum.
  4. Question: When downloading the opportunity, I do not find all forms. For example, the projection form, Overview section?
  5. Question: Are we able to apply for more than $200,000?
    • Answer:  No. The grant award range is $100,000-$200,000. Applicants must submit a budget narrative that aligns with a grant award request within the $100,000 - $200,000 range.

  1. Question: Should the subject line of the application submission email be "NOFO 25-444-80-0653-01 [Applicant Name]"?
    • Answer: Submit the completed grant application to: DHS.DVSAHT@illinois.gov via email with the subject line stating:
      1. Funding Opportunity NOFO 25-444-80-0653-01
      2. Provider's Organization Name
      3. Example: NOFO 25-444-80-0653-01 ABC Agency
  2. Question: Is the award period July 1, 2024, to June 30, 2025? The program information at the above-linked page references this period as July 1, 2024, to June 30, 2024.
    • Answer: The grant period will begin no sooner than July 1, 2024, and will continue through June 30, 2025.
  3. Question: Just to confirm, new projects are not eligible for this program, correct (i.e., only existing, currently operational PAIP programs approved by IDHS are eligible for funding)?
    • Answer: Yes, this NOFO is considered a grant agreement and is competitive application for funding established, IDHS approved community-based Partner Abuse Intervention Programs. It is not a guarantee of funding.

  1. Question: We are getting an error message when we attempt to access the grant applications.
    • Answer: When accessing the grant application through the above link, there is an additional link "Opportunity" that provides the Notice of Funding Opportunity (NOFO).  You may also use this direct link to the PAIP NOFO.
    • Applications must be sent electronically to DHS.DVSAHT@illinois.gov   as indicated in the NOFO.
  2. Question: Do we submit a one-year budget or a three-year budget:
    • Answer: Applicants must enter a budget electronically in the CSA system (Refer to Appendix A: CSA Budget Information for more information and a link to budget forms). This budget is a one-year budget, covering FY25 (July 1, 2024-June 30, 2025). 
  3. Question: Does the application need to be submitted as one combined PDF?

  2. Question:  We can't access the GATA budget for FY25 yet - are we supposed to just complete the Budget Template and submit with the rest of the documents or also enter in CSA.
    • Answer:
    1. The applicant must submit a budget narrative which identifies the requested amount of funding and clearly demonstrates the need for the requested funds.
    2. Applicants must enter a budget electronically in the CSA system (Refer to Appendix A: CSA Budget Information for more information and a link to budget forms). The Budget entered into the CSA system will include a narrative or detailed description/justification for each line in the budget and will describe why each expenditure is necessary for program implementation and how you arrived at the particular amount. Please include cost allocations as necessary. This narrative must also clearly identify indirect costs, direct program costs, direct administrative costs, and match within each line item as appropriate. The Budget (including MTDC base exclusions as appropriate) should clearly describe how the specified resources and personnel have been allocated for the tasks and activities described in your plan.
    3. The Budget must be electronically signed and submitted in the CSA system. The Budget must be signed by the Provider's Chief Executive Officer and/or Chief Financial Officer.
    4. IMPORTANT: Please be sure the budget status in CSA says "GATA Budget signed and submitted to program review." This status will appear after the budget is electronically signed by the agency CEO or CFO and submitted to IDHS. See IDHS CSA Tracking System webpage for additional information on CSA.

  1. Question:  Can you please let me know if there is a PAIP Program plan template?
    • Answer:  There is not a PAIP program plan template that is required to be followed.  Each applicant is required to submit a Program Plan Narrative which contains the following sections:
      1. Executive Summary (2-page maximum) - 5 points
      2. Need - Description of Need (2 pages maximum) - 10 points
      3. Capacity - Agency Qualification/Organizational Capacity (5 pages maximum - attachments do not count toward page number) - 40 points
      4. Quality - Description of Program Design and services (7 pages maximum) - 40 points

  1. Question:  In the narrative, for each of the section header (Need, Capacity, and Quality), do you want us to turn the questions into sub-headers or do we need to list each of the questions as they are in the instructions?
    • Answer:  Each question should be listed as outlined in the instructions.
  2. Question:  Within each section of the narrative are questions listed by numbers, are we required to also include the numbers of each question in the narrative document?
    • Answer:  The application should follow the format outlined under the Content and Form of Application Submission section.
