DDD COMMUNICATION - ROCS DELAY UPDATE

While the Illinois Department of Human Services (IDHS) Division of Developmental Disabilities (DDD) and the Department of Innovation and Technology (DoIT) continue to work on the deployment of the updated version of ROCS, DDD and DoIT wanted to make providers aware that there will be another delay beyond the previously announced mid-February deployment. The updated projected timeline is now March 15, 2024, for the new version of ROCS to be deployed for use by providers for billing to reflect the Chicago Metro region (Chicago, suburban Cook, DuPage, Lake, McHenry, Kane, and Will Counties) rates.
DDD realizes this may mean day program and additional staff supports providers in the Chicago Metro region may not be able to wait for the new version of ROCS and thus need to bill now to receive initial payment for these services. Chicago Metro area providers who have already billed or will need to bill before the updated version of ROCS is deployed are reminded that remittance using existing ROCS will be at the day program and additional staff supports Statewide rates and that, in order to receive the rate reimbursement difference to the Chicago Meto region rates, will have to rebill for all day program and additional staff supports services they provided once the updated version of ROCS has been deployed. Providers who utilize their own third-party version of ROCS will have to reprogram their ROCS once programming instructions are posted by DoIT.
The February 2, 2024, DDD Communication provides the initial information sent by DDD regarding the ROCS delay. Please see below for the list of bill codes impacted by this delay. As a reminder, these bill codes and their billing are only impacted if your agency is providing services in the Chicago Metro region (Chicago, suburban Cook, DuPage, Lake, McHenry, Kane, and Will Counties). If you are providing services in the rest of the state, you are able to bill at the Statewide rates for these services now and those rates reflect the January 1, 2024, rate changes. If you are providing residential services such as Community Integrated Living Arrangement (CILA, 60D) or Intermittent CILA (61H, 62H, 63H), regardless of where you provide services, you are also able to bill at the Statewide rate as well as the Chicago Metro region rate and those rates reflect the January 1, 2024, rate changes (as well as the regionalization effective January 1, 2023).
