Original CILA Staffing Assumptions

  • Original CILA base staffing assumptions were modeled on 8-person and 4-person homes, with the 8-person model scaled to 6- and 7-person homes, and the smaller homes patterned after the 4-person model.
  • These staffing assumptions are adjusted by low, moderate, and high support need, as measured by ICAP.
  • The 4-person model roughly aligns with the 8-person model when considering the different support needs for maximum "prime time" staffing, but since smaller homes are less able to incrementally increase or decrease staff, the 4-person model features less difference between low and high need individuals, and minimum and maximum staffing.

Original and Benchmark CILA Staffing Assumptions

  • Guidehouse developed benchmark base staffing assumptions based on the same overall "template" provided by the current CILA model, but modified to reflect the introduction of an additional tier of support need.
  • Benchmarks do not differ from the original model's assumptions regarding the differences between the lowest and highest need groups. Ratios assume the group with the highest need requires roughly double the base staffing as the lowest need group.
  • Benchmarked staff hours also require a "floor" for smaller homes, but with rescoring, a greater proportion of residents will only qualify for the floor.
